REQUEST FOR EXPRESSIONS OF INTEREST

This request for expression of interest follows the General Procurement Notice for the Tanzania Scaling-Up Sustainable Marine Fisheries and Aquaculture Management (TASFAM) that appeared in the UN Development Business online on 5th June 2025.
The Revolutionary Government of Zanzibar through the United Republic of Tanzania has received financing from the World Bank toward the cost of the Tanzania Scaling-Up Sustainable Marine Fisheries and Aquaculture Management (TASFAM) through IDA - 78520–TZ, and it intends to apply part of the proceeds for consulting services under the contract for Consulting Services to Conduct Qualitative and Quantitative Post-Harvest Loss (PHL) Of Tuna, Octopus, Prawns, Reef Fish, And Small and Medium Pelagic In Mainland Tanzania and Zanzibar.
The general assignment shall comprise consulting services to conduct Qualitative and Quantitative Post- Harvest Loss (PLH) of Tuna, Octopus, Prawns, Reef Fish and Small and Medim Pelagic in eight (8) proposed fish markets and landing sites in Miseti-Mikindani, Shuka-Mtama, Mchinga, Kilwa, Kisiju Pwani, and Bagamoyo in Mainland Tanzania and Kizimkazi Unguja and Wete Pemba in Zanzibar, identifying causes, quantifying losses, and proposing actionable solutions to reduce PHL, enhance economic benefits, and support sustainable fisheries management under the TASFAM project. This activity will be implemented by the Ministry of Livestock and Fisheries (MLF) – Mainland Tanzania and the Ministry of Blue Economy and Fisheries (MBEF) - Zanzibar.
Implementation period for this assignment will be seven (7) months from the date of contract signing.

The Ministry of Blue Economy and Fisheries (MBEF) now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: -
A. Core business and 10 years in business
B. Relevant similar experience, which should specifically include the followings,
- Experience At least 5+ years in value chain analysis, Baseline Analysis, PHL assessments, or post-harvest management in fisheries or agriculture in the past 10 years, Information to be provided should include name of assignments, names and full contact addresses of the clients, contract value (in US dollars) and period (dates) of execution of assignments.
- Demonstration of experience of work in similar conditions.
C. Technical and managerial capability of the firm
The Consultant must provide Advanced degree (Master’s or PhD) in Post-Harvest Technology, Food Science and Technology, Fisheries Sciences, Agricultural Economics, or a closely related field with the structure of the organization, general qualifications and number of Key staffs. (Do not provide CV of the Key staff. Key Experts will not be evaluated at the shortlisting stage).
The consulting firm should be registered by recognized professional boards and authorities recognized internationally and upon commencement of the project the consultant shall be registered by recognized professional boards and authorities in Zanzibar - Tanzania.
The attention of interested consultants is drawn to section III, paragraph 3.11, 3.12, and 3.13 of the World Bank’s “Procurement Regulations for IPF Borrowers” Six Edition, February 2025 (“Procurement Regulations”).
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Cost and Quality Based Selection (CQS) method set out in the Procurement Regulations.
