| SS-MWRI-388745-CS-QCBS• The Government of South Sudan (GoSS), has received a grant from the International Development Association (IDA) of the World Bank to implement the Regional Climate Resilience Program (RCRP) under phase 1. The GoSS intends to utilize part of the proceeds of this financing to recruit a Security Risk Management Firm that will be key for the RCRP in assisting the MWRI PIU to write and maintain Local Risk Assessments and Local Security Management Plans in order to effectively ensure the implementation of security risk management (SRM) in the project areas. The duration of this contract will be for 2 years.• The overall objective of this consultancy is to enable the MWRI PIU, across a diversity of geographical areas, for all Development Partners (DPs), project workers and project-affected parties, to: (i) identify all relevant security threats (ii) identify risk mitigation measures in order to mitigate all identified security threats (iii) incorporate all risk mitigation measures into Local Security Management Plans and (iv) ensure Risk Assessments and Security Management Plans remain dynamic and are continuously updated in response to an ever changing security environment.3. The detailed Terms of Reference can be downloaded from the website of the Ministry of Finance and Planning of South Sudan at https://mofp.gov.ss and the NGO Forum at https://comms.southsudanngoforum.org/c/tenders/8 . The Terms of Reference may also be obtained from the email address below: [email protected] copied to [email protected] .4. The Ministry of Water Resources and Irrigation (MWRI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:i. The firm must be registered nationally or internationally to carry out such assignments as required under the scope of this Terms of Reference and must be ISO 18788, PSC 1, ISO 9001 and ICOCA certified. Provide all documents to attest to these requirements.ii. Minimum of seven years international experience in the area of assignment especially in the area of SRM.iii. Must have carried out a number of risk assessments and projects in the field of safety and security processes, procedures, mechanisms and operations in South Sudan or contexts similar to south Sudan.iv. Submit technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications, and number of key staff to include the expertise required in the Terms of Reference.)5. The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ 5th Edition, September 2023 [Procurement in Investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.6. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.7. A consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 and Fifth Edition September 2023.8.
