REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Consultancy Services for Design and Supervision for Seed Farm Infrastructure and Farmers Centres

- The Government of the United Republic of Tanzania has received financing from the World Bank towards the cost of Tanzania Food Systems Resilience Program (TFSRP) and it intends to apply part of the proceeds of the financing to cover eligible payments under the contract for the consulting services.
- The consulting services (“the Services”) include:
i. Undertake situational analysis of the proposed site and propose suitable spatial interventions.
ii. Design for rehabilitation of seed farm infrastructures (Seed farm office, Seed processing Unit, Seed Stores, Drying floors) and farmer centres.
iii. Plan, prepare and design all architectural, engineering drawings and all other disciplines as may be necessary for the project.
iv. Prepare cost estimate at various stage of the design work starting from approximate preliminary ones to the final bills of quantities and advise the client accordingly.
v. Prepare tender document for procurement of contractor.
vi. Supervise and carryout regular checks at the site to ensure compliance with specification during rehabilitation.
vii. Provide proper guidance on any anticipated risk and their appropriate management.
viii. Ensure that as built drawings, cost estimates, maintenance procedures/manuals and any other relevant documents are prepared prior to completion of the assignments and handed to client.
ix. Review and update the existing environmental and social impact management plan.
- The Ministry of Agriculture, Irrigation, Natural Resources and Livestock (MAINRL) Zanzibar now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The total duration for the entire assignment shall be eighteen (18) months from the contract signing date. The shortlisting criteria are:
i. Core business of the firm and years in business
ii. Experience of at least three similar assignments in the last ten (10) years in Africa or developing countries. Information to be provided should include name of assignment, name and full contact address of the client, contract value (in equivalent US dollars) and period (dates) of execution of assignment and the role played in the assignment (Lead or JV partner).
iii. The technical and Managerial capability of the firm (provide only the structure of the organization, general qualifications and number of key staff. Do not provide CVs of staff. key experts will not be evaluated at the shortlisting stage.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2023 – Fifth Edition setting forth the World Bank’s policy on conflict of interest.
- Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. The experience, technical & managerial capability of the Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV.
- A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out set out in the Procurement Regulations.
