REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Consultancy Services for Detailed Engineering Design and Supervision for the Rehabilitation for Irrigation Infrastructure for Sixteen (16) Irrigation Schemes, Drying Floors and Drip Irrigation System Scheme

- The Government of United Republic of Tanzania has received financing from the World Bank towards the cost of Tanzania Food Systems Resilience Program (TFSRP) and it intends to apply part of the proceeds of the financing to cover eligible payments under the contract for the consulting services.
- The consulting services (“the Services”) include:
i) To conduct participatory detailed engineering design for rehabilitation of irrigation infrastructures in 16 schemes (Mwera, Mtwango, Bumbwisudi A, Bumbwisudi B, Uzini, Kianga, Cheju A, Kibokwa, Kinyakuzi, Makombeni A, Makombeni B, Makwararani, Mangwena, Saninga, Tibirinzi and Weni for Unguja and Pemba including preparation of engineering drawing, engineering cost estimate which includes Environmental and Social mitigation costs and preparation of Tender Documents
ii) To conduct participatory detailed engineering design of drip irrigation system for the area of 10ha at Bambi and drying floors.
iii) Supervision of rehabilitation for all irrigation infrastructures and drying floors.
- The Ministry of Agriculture, Irrigation, Natural Resources and Livestock (MAINRL) Zanzibar now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The total duration for the entire assignment shall be twenty-one (21) months from the contract signing date. The shortlisting criteria are:
i) Core business of the firm and years in business
ii) Experience on similar assignments in the last ten (10) years,
iii) Experience in undertaking similar assignments in Africa or developing countries,
iv) The technical and Managerial capability of the firm (provide only the structure of the organization, general qualifications and number of key staff. Do not provide CVs of staff. key experts will not be evaluated at the shortlisting stage.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2023 – Fifth Edition setting forth the World Bank’s policy on conflict of interest.
- Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. The experience, technical & managerial capability of the Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV.
- A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out set out in the Procurement Regulations.
