(CONSULTING SERVICES – INDIVIDUAL CONSULTANT)

ESWATINI WATER SUPPLY AND SANITATION ACCESS PROJECT

Reference No.: SZ-EWSC-352328-CS-INDV (EWSC 5 of 2023/24)

Assignment Title: Consultancy Services for the Development and Implementation of a Resettlement Action Plan (RAP) for the Eswatini Water Supply and Sanitation Access Project (EWSSAP) Laterals in the Shiselweni Region in the Kingdom of Eswatini.

Background of the Project

The Government of the Kingdom of Eswatini (GoKE) has received financing from the World Bank (WB) for the implementation of the EWSSAP from Nhlangano to Siphambanweni in the Shiselweni region of Eswatini and intends to apply part of the proceeds for consultancy services for the preparation of a Resettlement Action Plan (RAP) for Component 1 of the project. The scope of works includes installation of 61 km of gravity mains and 3 km of pumping mains at various stages; connected to laterals (about 80km) supplying homesteads, offices, clinics, schools. A pump station will be constructed to provide the power required for pumping as well as the construction of the 24 kiosks. A connection will be made from the pipeline that originates from the existing 10 Mega litre Reservoir at 1180m MSL at Masibini. The project has three reservoir sites with two situated at Zombodze Emuva and one at Hluthi, each with about 4 ML in capacity.

Objective of the RAP

The specific objective of the RAP preparation is to assess the potential social risks and impacts in the specific project areas namely Hosea, Shiselweni 1 and Zombodze Emuva Inkhundla. The preparation of the RAP for the project will be guided by the World Bank Environmental and Social Standard- 5 (ESS-5) on ‘Land Acquisition, Restrictions on Land Use and Involuntary Resettlement’ and the project’s RPF.

Consultant Qualification and Experience

The Eswatini Water Services Corporation (EWSC) now invites eligible Individual Consultants (‘’Consultants’’) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • The Consultants must have a Masters Degree earned in relevant fields including but not limited to Environmental Sciences and Social sciences.
  • Minimum experience should be eight (8) years with minimum specific experience of four (4) years on planning related to infrastructure development or disaster response.
  • The Consultant(s) must have experience in preparation of RAPs for infrastructure projects such as rural roads projects and water projects for at least 2 assignments in the past 5 years. The consultants must have competency and documented experience in environmental and social scientific analyses and development of operational action plans.
  • The Consultant(s) must have a working knowledge of World Bank Environmental and Social Framework (ESF) and World Bank Environmental and Social Standards (ESSs) gained through hands-on experience in the preparation and implementation of RAPs in rural areas

The attention of interested Consultants is drawn to paragraphs 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018 setting forth the World Bank’s Policy on Conflict of Interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018.
