The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of Somalia Shock Responsive Safety Net for Human Capital Project (SNHCP) and intends to apply part of the proceed for Security Firm.
The consulting services (“the Services”) is to enable the Project Implementation Unit (PIU) of the Federal MoLSA to be able to identify, characterize and mitigate context-relevant security and safety related risks, across a diversity of geographical areas, for all project workers and project-affected parties. The assignment will also assist in the implementation of security provision in accordance with the Project’s Risk Assessment and Management Framework (SRAMF). This will include the preparation of detailed security risk assessments, subsequently followed by the development and implementation of area-specific security management plans (SMPs).
Services will include: (i) continued security risk analysis for overall project implementation (throughout the life time of the Project); (ii) detailed security risk analysis of subproject or site-specific activities (or, where identified by the PIU geographical clusters of activities), including in-depth context analysis identification of sources of security risks, (iii) development of subproject, activity or activity cluster specific Security Management Plan (SMPs), based on the findings from the security risk analysis, in compliance with World Bank Environmental and Social Standards (in particular ESS 1 and ESS 4), and drawing on the best local options for security provision; and (iv) assistance to the PIU and the CPs/MDAs in managing the implementation of the SMPs.

The e-mail address is provided below. The Ministry of Labour and Social Affairs (MOLSA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:
- Core business of the firm and at least 5 years in business (general experience in the design and operations of Security Risk Management).
- Experience of conducting similar assignments (at least 5 years specific experience in in security risk management in the region or similar environment. If country expertise for Somalia by the firm is not proven, the proposal must outline how such expertise will be insourced and Demonstrated experience with international best practice on security including an understanding and application of ISO 31000 and ISO 18788. Experience in World Bank financed assignments of similar nature will be an added advantage. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
- Experience of relevant services in an environment similar to that of Somalia; and
- The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
