THE REVOLUTIONARY GOVERNMENT OF ZANZIBAR MINISTRY OF AGRICULTURE, IRRIGATION, NATURAL RESOUCES AND LIVESTOCK REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Country: The United Republic of Tanzania Project: Tanzania Food Security Resilience Program (TFSRP) Project ID No: P179818 Assignment Title: Consultancy Services for the Development of the Kilimo App System and Farmer’s Registry Reference No: TZ-MAINRL-428198-CS-CQS 1. The Government of United Republic of Tanzania has received financing from the World Bank towards the cost of Tanzania Food Systems Resilience Program (TFSRP) and it intends to apply part of the proceeds of the financing to cover eligible payments under the contract for the consulting services.

• The consulting services (“the Services”) include: i. Review the existing business processes with a view of developing a system that automates the business processes and functions. ii. Design, develop, install, train, and support the Kilimo App System and a farmer’s registry in Zanzibar to support agriculture extension services. iii.

Integrate the Kilimo App System with other relevant existing information systems. iv. Deploy, test, train and operationalize the system with all required modules. v. Provide maintenance support after successful deployment of the System for 1 year from the date of commissioning.

• The Ministry of Agriculture, Irrigation, Natural Resources and Livestock (MAINRL) Zanzibar now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The total duration for the entire assignment shall be six (6) months from the contract signing date. The shortlisting criteria are: i. Core business of the firm and years in business. ii. The firm should be registered by recognized professional boards. iii.

Experience on similar assignments in the last seven (7) years. iv. The technical and Managerial capability of the firm (provide only the structure of the organization, general qualifications and number of key staff. Do not provide CVs of staff. key experts will not be evaluated at the shortlisting stage.

• The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2023 – Fifth Edition setting forth the World Bank’s policy on conflict of interest. 5.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria.

The experience, technical & managerial capability of the Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV. 6. A Consultant will be selected in accordance with the Consultant Qualification-based Selection (CQS) method set out set out in the Procurement Regulations 7.
