SS-MWRI-388743-CS-QCBS• The Government of South Sudan (GoSS), has received a grant from the International Development Association (IDA) of the World Bank to implement the Regional Climate Resilience Program (RCRP) under phase 1. The GoSS intends to utilize part of the proceeds of this financing to recruit a Third Party Monitoring Agency that will be key for the RCRP Project oversight, and for ensuring the use of project resources for the intended purpose.• The overall goal of the consulting services (“the Services”) is to maximize “value for money” of the project and to be a complementary means of verifying the applications of the project’s fiduciary arrangements. The assignment period is 48 months but will be renewed annually based on performance.• The detailed Terms of Reference can be downloaded from the website of the Ministry of Finance and Planning of South Sudan at https://mofp.gov.ss and the NGO Forum at https://comms.southsudanngoforum.org/c/tenders/8 . The Terms of Reference may also be obtained from the email address below: [email protected] copied to [email protected] .• The Ministry of Water Resources and Irrigation (MWRI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:i. The Consultant Firm must be registered in the legal jurisdiction(s) of the firm(s) to carry out such business as required in the Terms of Reference for this assignment,ii. The quality of the Consultant’s past performance is based on client references pertaining to work that was complete or ongoing during the past ten (10) years,iii. Experience with large-scale program monitoring,iv. familiarity with the practical demands of working in fragility, conflict and violence (FCV), including both a solid understanding of conflict- affected situations (FCS) contexts as well as a well-established capacity to operate efficiently in FCS environments,v. Experience in Sub-Saharan Africa or other countries in the world at similar level of development as Sub-Saharan Africa and characterized by high levels of insecurity.vi. Technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications, and number of key staff to include expertise in Project Management, Procurement, Finance, Environmental, Gender-Based Violence, Water Engineering, M&E and Security. Do not provide CV of the staff). Key Experts will not be evaluated at the shortlisting stage.5. The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018, November 2020 and September 2023 [Procurement in Investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.6. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.7. A consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018, November 2020 and Fifth Edition September 2023.8.
