The Government of South Sudan has received financing from The World Bank through the Ministry of Gender, Child and Social Welfare (MGCSW) towards the cost of the South Sudan Women’s Social and Economic Empowerment Project (SSWSEEP).

The Ministry of Gender, Child and Social Welfare in partnership with the World Bank have agreed to contract the United Nations Entity for Gender Equality and the Empowerment of Women (UNWOMEN) to lead in the implementation of Components 1, 2, 3 and subcomponent 4a and 4b of the project.

A Project Management Unit (PMU) has been established within the MGSCW for the SSWSEEP with the primary task of project management and overseeing the performance of UNWOMEN under the output agreement and other service providers, stakeholder outreach and communications, fiduciary and procurement management, Monitoring and Evaluation (M&E), community engagement, and risk management related to social and environmental safeguards, fiduciary oversight as well as maintaining infrastructure quality and standards.

Based on the aforementioned, the SSWSEEP is seeking to use a portion of the proceed of the funds to finance the hiring of a Third-Party Monitoring Agent (TPMA) who will be responsible for providing third party monitoring and verification services to ensure successful delivery of the project.

1st /07/2024Issue of Request for Proposal (RFP) dossier to shortlisted11th /07/2024The Project Development Objective (PDO):To increase girls and women’s access to livelihood, entrepreneurial and GBV services and to strengthen the government's capacity to provide these services.Project Implementation Areas:The SSWSEEP is being implemented in all the ten (10) states and the two (2) administrative areas as follows: Warrap, Central Equatoria, Eastern Equatoria, Jonglei, Lakes, Northern Bahr El Ghazal, Upper Nile, Unity, Western Equatoria, Western Bahr El Ghazal and the two administrative areas of Ruweng and Pibor.The Project Components: The Project has four (4) components namely: (i) Community Empowerment Support to Women and Girls (ii) Women’s Entrepreneurial Opportunity Facility (iii) Services for Survivors of GBV; and (iv) Institutional Capacity Strengthening and Project Management.Project Objectives:The overall goal of this assignment is to seek the services of a firm to provide an independent perspective on project performance, ensuring trust and transparency across the four SSWSEEP Components, including appraising implementing partners and measuring satisfaction from beneficiaries. In order to mitigate the risks associated with this exceptional approach, a comprehensive implementation and risk mitigation framework will be prepared, that will need to be carefully monitored. An important part of this framework is contracting a Third-Party Monitoring Agent (TPMA) to supervise the implementation of the SSWSEEP on behalf of the MGCSW, with a particular focus on: (a) directly reviewing and reporting on the sound financial and technical implementation of the Output Agreement signed between the MGCSW and UNWOMEN for the implementation of components 1, 2, 3, and UNWOMEN and UNFPA on Component 4. (b) the social aspects, including the social and environmental risks monitoring of the social risks management plan and community engagement in relation to the Project implementation; and (c) the technical aspects, focusing mainly on monitoring road works execution and quality.In order to successfully execute these objectives, the MGCSW intends to apply part of the proceeds of this credit to contract Non-Governmental Organizations (NGOs)/Consulting Firms as Third-Party Monitoring Agent directly through a competitive bidding process. The successful TPMA will be provided with the details of activities in the TOR enshrined with the Request for Proposal (RFP) dossier.The Project Management Unit (PMU) will directly coordinate and oversee the assignment to be undertaken by the selected TPMA. The TPMA will be “the Consultant” for the assignment and solely responsible for all deliverables and successful completion.Duration of the assignment is two years from start date.The MGCSW now invites eligible NGOs/Consulting Firms (“Consultant”) to express their interest in providing the services of a TPMA. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The eligibility criteria are as follows:• At least 10 years of general experience in project monitoring and evaluation with field experience in data collection, analysis and presentation.• Experience in understanding, verifying and measuring milestone deliverables or Status of various construction work under the SSWSEEP. Conduct validation of milestone payment as against the status of construction per time, and provide analytical feedback to the Project Management Unit of MGCSW.• Specific experience: At least 2 similar assignments completed within the last 10 years providing third party monitoring in project implementation in a post conflict country similar to South Sudan environment. Working experience in the use of geo-spatial database facilities in project monitoring of project activities will be an added advantage.• Experience in monitoring of social risk issues and active engagement with beneficiaries, Indigenous NGOs, local communities and other relevant skills will be required. Relevant experience includes: social and environmental safeguard compliance as well as communication and relationships with the community and experience with the design, implementation and/or monitoring of grievance redress or citizen feedback mechanisms in development projects.• The technical and managerial organization of the Consultant. Provide only the structure of the organization, general qualifications, and number of key staff (Do not provide CV of staff).
