Assignment Title: Consultancy Services to Develop Gender Responsive HR Policy

- The Government of South Sudan through Ministry of finance and planning received funding from World Bank to Support South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and its being implemented by the Ministry of Energy & Dams (MoED), and intends to apply part of the proceeds for consulting services.
- The consulting services (“the Services”) aims to develop Gender Responsive HR policy, Recruitment and Promotion policy, Retention and Workplace policy, development and adoption of Institutional GBV prevention and response Policy, develop Code of Conduct for employees in MoED And SSEC and develop Grievance Redressing Mechanism (GRM) for the energy sector (GRM) to be adopted by board of governors/directors of MoED and SSEC, development and adoption of Gender Equality Policy for MoED and SSEC which is to be adopted through an endorsement workshop in consultation with stakeholders, development and adoption of Gender Responsive Monitoring and Evaluation (M&E) Framework.

- The Ministry of Energy & Dams now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
- The shortlisting criteria are:
(a). Core Business and year in Business. At least fifteen (10) years’ experience in consulting work of which five (5) years must be in similar assignments.
(b). Relevant similar experience, which should specifically include the below:
i). Must have successfully carried out at least three (4) assignments of similar nature and scope for Energy sectors in developing countries.
ii). Information of the previous assignments to be provided should include name of assignment, name and full contact address of the client, tasks performed by the consultant under the assignment, assignment value (in equivalent US dollars), period (dates) of execution of assignment and recommendation from the clients
iii). Submission of at least two technical reference documents produced in previous similar assignments demonstrating the consultant’s relevant technical expertise and deliverables.
(c). Technical and Managerial capability of the firm: The firm should have technical and managerial capability in the areas of policies development and good reputation in implementing Gender programs and GBV prevention and response framework and Gender Sensitive Monitoring and Evaluation Framework. (Provide only the structure of the organization, general qualifications and number of key experts). Key Experts will not be evaluated at the shortlisting stage.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised September 2023, fifth edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest
- Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
- A Consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Procurement Regulations.
