REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES) Country: The Gambia Project: Second Additional Financing for Integrated Financial Management Information Systems Assignment Title: Developing Data Dissemination Policy For The National Statistical System (NSS) Of The Gambia Credit No.: 59040GM Project ID No. P159000 Assignment Reference # : IFMIS-AF2-C6- IC-08 The Government of The Gambia has received financing from the World Bank towards the cost of the Second Additional Financing for Integrated Financial Management Information Systems Project, and it intends to apply part of the proceeds to payments for consulting services to Develop Data Dissemination Policy for the National Statistical System (NSS) of the Gambia. The overall objective of the assignment is to develop a comprehensive data dissemination policy that lays out principles and guidelines on data sharing, confidentiality and dissemination of statistics in accordance with the UN Fundamental Principles of Official Statistics and other international statistical standards.. The consulting services shall be provided for a period of thirty (30) working days spread over a maximum period of two (2) months. The Ministry of Finance and Economic Affairs now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short listing criteria are: • Advanced university degree (Master’s Degree or equivalent) in Statistics or related field, Strategic Planning/Development, or other relevant field; • At least 5 years of proven, related working experience in managing or overseeing various statistics projects, e.g. coordination, dissemination, surveys and censuses, data analysis; data communication; etc.; • Experience in building statistics capacity in dissemination and communication required; • Good interpersonal and general communication skills and experience in working with a wide range of individuals in government, private sector and civil society; • At least 5 years working experience in the National Statistics Office (NSO) in the area of publication and dissemination of statistics; • Practical experience in developing data dissemination policy for the national statistical system in developing countries; • Practical experience in the coordination of National Statistical System in developing countries, especially in the implementation of NSDS; • Practical background in the microdata dissemination in developing countries, especially in the anonymization of microdata files procedures for dissemination; • Good experience in drafting statistical law for the National Statistical Offices of developing countries; • Good experience in data communication strategy in developing countries; • Excellent knowledge of and experience in the production of official statistics; • Ability to work in a multi-cultural environment and fluency in oral and written English.
