REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Country – Republic of South Sudan Name of Project – The South Sudan Energy Sector Access and Institutional Strengthening Project (P178891) Loan No./Credit No./ Grant No.: IDA- E1660 Assignment Title: Firm for a Website Design, Hosting, and Email addresses for The Ministry of Energy and Dams and South Sudan Electricity Corporation Reference No.: SS-MOED-473234-CS-INDV • BACKGROUND The Government of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and intends to apply part of the proceeds towards recruitment of a Firm for a Website Design, Hosting, and Email addresses for The Ministry of Energy and Dams and South Sudan Electricity Corporation OBJECTIVES OF THE ASSIGNMENT • To design and develop two distinct, modern, responsive, and user-centric websites for the MoED and SSEC. • To establish a secure, reliable, and scalable hosting environment for the websites. • To provide customized email solutions for enhanced communication within and outside the organizations 3.0 BRIEF SCOPE OF THE ASSIGNMENT • Design visually appealing, user-friendly, and professional websites that align with the respective brand identities of MED and SSEC • Interface: Home, About us, Directorates, Customer service, Downloads, Investor Relation, Directorate, Online Services, Projects, Publication, procurement, search, Newsroom, language selection, Careers, Partnerships, Contact, and FAQ • Provide secure, scalable, and reliable hosting services. • Set up email addresses for MoED and SSEC officials, including domain names [e.g., (info@moed.gov.ss) • Provide ongoing technical support for a minimum of one-year post-deployment. • Offer training and documentation for key staff to manage and update the websites and email systems The detailed Terms of Reference (TOR) for the assignment can be obtained from the Project Manager assist.piu@gmail.com The Government of the South Sudan now invites eligible firms (“Consultants”) to indicate their interest in providing the Services.
Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 4.0 QUALIFICATIONS AND EXPERIENCE The service provider must meet the following requirements: • Proven experience in designing and developing websites for government or corporate entities. The firm has completed at least two (2) similar assignments over the last three (3) years. • Expertise in hosting and email solution services with a track record of reliability and security. • Knowledge of compliance standards related to data protection and accessibility. • Strong project management skills with the ability to deliver on time and within budget. • Availability of key staff The attention of interested firms shall be drawn to the World Bank’s Procurement Regulations for IPF Borrowers, setting forth the World Bank’s policy on conflict of interest and eligibility.
A firm will be selected in accordance with the Least Cost Selection (LCS) method set out in the World Bank Procurement Regulations for IPF Borrowers (2016). A firm will be selected in accordance with the firm Consultant Selection Method set out in the Procurement Regulations. 5.0 DURATION OF THE ASSIGNMENT: Total project duration: 16 weeks.
