Consulting Services for conducting Environmental and Social Impact Assessment (ESIA) and the preparation of an Environmental and Social Management Plan (ESMP) for the Rural Roads in South Sudan.
Reference No: Proc- RRP/MRB-PMT/2012/001
The Republic of South Sudan has received financing from the International Development Association (IDA) toward the cost of the South Sudan Rural Roads Project (SSRRP), and intends to apply part of the proceedsfor consulting services.
The consulting services ("the Services") include conducting Environmental and Social Impact Assessment (ESIA) on selected rural roads covering about 172km and 270km for rehabilitation and maintenance/spot improvement respectively and development of the Environmental and Social Management Plan (ESMP) for the same. The anticipated assignment period is three (03) months.
The Project management Team of the Ministry of Roads and Bridges now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualificationsand relevant experience to perform the Services. The shortlisting criteria are as follows:
- Experience in ESIA in general and/or transport project feasibility studies, design and supervision.
- Experience in ESIA in the road sector.
- Experience in developing and/or post conflict environment
- The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CV of staff.)
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The nature of association, whether it is a joint venture or a sub consultancy, should clearly be stated. In case of joint venture the firm leading the joint venture should be mentioned.
A Consultant will be selected in accordance with the selection methodbased on Consultants' Qualifications (CQS) set out in the Consultant Guidelines.
