The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of Somalia Shock Responsive Safety Net for Human Capital Project (SNHCP) and intends to apply part of the proceed for Unified Social Registry (USR) Data Collection in Benadir Administration, Jubaland State and Southwest State.
The consulting services (“the Services”) is for supporting the Unified Social Registry (USR) under Molsa to conduct electronic door to door socio-economic data collection in Benadir Administration, Jubaland State and Southwest State through a competitive selection process. The selected firm will be responsible for the implementation of data collection activities throughout the designated area as per the TOR, Operations Manual (OM) of USR and any other guidance provided by the Project Team
The USR aims to establish a repository of households and its members in Somalia. The USR data repository will enable social programs and interventions to determine eligibility, facilitate inclusion, and enable intra-program coordination of benefits efficiently and effectively. The USR facilitates a common registration gateway for social protection programs to adopt and leverage a uniformed and systematic approach which brings in harmonization and supports maximization of coverage by allowing to remove double targeting of the same households unless it is intentional from the government.

The e-mail address is provided below. The Ministry of Labour and Social Affairs (MOLSA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:
- Core business of the firm and at least 5 to 7 years or more experience in implementing large scale digital data collection, linked to social registries or large national databases, ideally in fragile and complex settings.
- Experience of conducting similar assignments (at least 5 years specific experience in mobilizing quality enumerators, supervisors and other (relevant) personnel across all enumeration areas locally (teams change as the firm moves from one area to another) and implement data collection using mobile platforms and transfer data to the USR MIS server. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
- Experience of relevant services in an environment similar to that of Somalia; and
- The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020, and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
