Assignment Title: Recruitment of Individual Consultant for the Design, Development and Validation of the Gambia Revenue Authority Website

The Gambia Revenue Authority was created by the Gambia Revenue Authority Act No. 13 of 2004 as a semi-autonomous corporate body to administer, assess, and collect revenue; to provide for the efficient and effective administration of the revenue collecting system.
Objectives
The objectives of the assignment:
The Gambia Revenue Authority is planning to conduct a re-designing and development of its Website. This is purposely to upgrade the existing Website to a high quality standard to facilitate ease of navigation and relevance of information and presentation layout to ensure a good experience.
Scope of Services
The consultancy will comprise of designing and developing a Website. This will require liaising with the GRA Website team members to understand business needs and identify corresponding user interface requirements, workflows and functionalities.
The scope will include but not limited to:
- Designing and developing a Website that presents an ideal visual look and enhanced functionalities that provides better experience to users.
- Creating wireframes, storyboards and prototypes to propose options for implementation.
- Uploading and testing initial contents in English. The Contents will be provided by the Client in English.
- Developing user manuals and deliver training for the Corporate and IT staff to perform content upload, system maintenance and administration. The detailed Terms of Reference (TOR) for the assignment could be obtained upon request. The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Fiscal Management Development Project, now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
CONSULTANT QUALIFICATION AND EXPERIENCE
- A university degree in Information Technology or similar relevant field
- Three to five years’ professional experience in Website Design and development.
- Experience in Website design and development for Ministries, Departments and Agencies The Consultant shall provide abridged CV(s) (of no more than three pages of A4 size. At a minimum, the resumes of key personnel should include the following: name, education, training, technical experience, functional experience, relevant and related experience, past and present projects with dates and responsibilities and any applicable certifications.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July dated July 2016 and revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other consultants in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Individual Consultant Selection Method (IC) method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00.
