REQUEST FOR EXPRESSIONS OF INTEREST

DESIGN AND IMPLEMENT ICT TRAINING FOR PEOPLE WITH DISABILITIES

  • The Government of Mozambique, through the Ministry of Communications and Digital Transformation (MCTD), has received financing from the World Bank for the implementation of the Mozambique Digital Acceleration Project (MDAP), and intends to apply part of the funds to hire a firm to Training for Persons with Visual Impairments (Blind and Low Vision) in Mozambique on the Use of Information and Communication Technologies (ICTs).
  • The consultancy services (“the Services”) are intended to train, in the first phase, 847 persons with visual impairments (blind and low vision) in inclusive basic ICT and computer use. The objective is to equip participants with essential digital skills using assistive technologies such as screen readers, artificial intelligence tools, adapted keyboards, and specialized software, thereby promoting digital inclusion and autonomy.

  • In this context, the MCTD invites interested and eligible firms to submit their Expressions of Interest for the above-mentioned consultancy. Interested Consultants must provide information demonstrating that they possess the required qualifications and relevant experience to perform the Services. The selection criteria for the firm are as follows: i) The firm must have a minimum of 10 years of proven experience training visually impaired persons; ii) Minimum 5 years’ experience in digital inclusion training using assistive technologies; iii) Experience in providing ICT training for persons with visual impairments within the last 2 years; iv) The firm must demonstrate at least 7 years of proven experience in areas related to gender equity, protection of vulnerable groups, and conflict management. Key Experts will not be evaluated at the shortlisting stage.
  • The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, September 2023 (“Procurement Regulations”), which set forth the World Bank’s policy on conflict of interest.
  • Consultants may associate with other firms to enhance their qualifications but must clearly indicate whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract, if selected.
  • The Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations for IPF Borrowers, September 2023.
