Mobilisation, management and coordination of resources Following the enactment of the Nutrition Act 2024, there is need to develop a regulation that is critical for establishing and formalising the multisectoral governance structures that ensure food and nutrition security and better help to understand and implement the Nutrition Act 2024. The regulation will also translate political commitment into actionable, accountable and sustainable interventions. To work on the development of a Nutrition Regulation, The Gambia, Resilience, Inclusion, Skills and Equity (RISE) Project has sought the expertise of a Legal Expert for the task. Objective of The Assignment: The objective of exercise is to review and develop comprehensive nutrition regulation. Scope of Work and Key Responsibilities: The scope of the work will cover the following: • Inception meeting to identify areas of focus for the development of the regulation
Map out which provisions of the Nutrition Act 2024 require secondary legislation particularly focusing on:• Establishment of the Nutrition Fund (modalities, management tea composition and areas of usage)
Reference intake of vitamins and minerals in food sources
Prescription of fortification mix
Establishment of fortification coordination platform (NAFF) • Draft a Nutrition Regulation
Conduct consultative meetings to seek the views of the stakeholders on the new draft Nutrition Regulation
Incorporate views and comments in the draft Regulation
Conduct a national validation of the draft regulation
Facilitate review by the Ministry of Justice
Finalize the Regulation and submit for approval by the Minister responsible for Nutrition The Draftsman will require close collaboration with the NaNA for continued guidance. 4. Individual Consultant Qualifications and Experience Given the high level of technical rigor required to carry out the exercise, which is a succinct and analytically sound comprehensive Nutrition Regulation, dedicated human resource capacity is required in terms of time and technical expertise in conducting such a task. National Expert will objectively review the implementation and coordination mechanisms established by the Nutrition Act 2024 and any other relevant mechanisms. Hence an appropriate experienced expert, who is familiar with the development context in The Gambia and having good working experience of drafting regulations will be preferred. The Expert should possess the following qualification and experience: • MSc in Law or equivalent
At least 5 years’ experience in legal drafting
Familiarity with Gambian law and with food, nutrition, or public health legislation
Excellent spoken and written English
