The Federal Government of Somalia -FGS, through the Somalia National Bureau of Statistics -SNBS, has received financing from the World Bank toward the implementation of Somali Integrated Statistics and Economic Capacity Building -SISECB Project.
The project aims at strengthening the country’s national statistics system, the monitoring and evaluation -M&E system, and improving programing and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly assess, analyze and improve their public policies and programs performance and results. Specifically, the project aims at: -1 Strengthening the national statistics system; -2 Strengthening monitoring and evaluation capacity; and -3 Building economic policy analysis and economic planning capacity. The proposed project will be funded jointly by the World Bank and other development partners.
Somalia needs reliable statistics that is essential for good governance and for monitoring & planning for the economic and social development of its people. However, acquiring such statistics through traditional methods like surveys and censuses can be costly. In order to address this challenge, SNBS aims to develop a web-based application for Statistical Data Management that will enable the production of administrative data in a regular and cost-effective manner.
To achieve this goal, SNBS intends to recruit a national or international firm with expertise in developing web-based applications for statistical data management. The firm will be responsible for designing and implementing the application, ensuring its functionality, user-friendliness, and compatibility with the specific needs and requirements of SNBS.The detailed Terms of Reference -ToR for the assignment can be found at the following website: www.nbs.gov.so and link https://www.nbs.gov.so/vacancies/ or can be provided upon submission of application in person or by e-mail. The SNBS now invites eligible firms to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services -brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The short listing criteria are as follows:
- Core business of the firm and at least 10 years in business (general experience in web-based software development).
- Experience of conducting similar assignments (at least three contracts within the last 5 years’ specific experience in Statistical Data Systems (User interface designer expert, software/database architect, and Application developers).
- Experience of relevant services in an environment similar to that of Somalia; and
- The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.
Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
