REQUEST FOR EXPRESSIONS OF INTEREST - INDIVIDUAL CONSULTANT
BUSINESS MODELS OF SANITATION BY-PRODUCTS IN QUELIMANE AND TETE

- The Government of Mozambique has received financing from the International Development Association (IDA) toward the cost of the Urban Water Security Project (UWSP) and intends to apply part of the proceeds to recruit an Individual Consultant to undertake the assignment entitled “Business Models for Sanitation By-Products in Quelimane and Tete”.
- The objective of the assignment is to develop viable, sustainable, market-driven, and climate-resilient business models for sanitation by-products generated from fecal sludge management and wastewater treatment systems in the cities of Quelimane and Tete. The assignment aims to support resource recovery, circular economy approaches, and the operational and financial sustainability of urban sanitation services.
- The scope of consulting services includes:
- Assess the existing Fecal Sludge Management (FSM) and Wastewater Management (WWM) systems in Quelimane and Tete;
- Analyze the sanitation value chain and identify market opportunities for sanitation by-products;
- Assess technical, institutional, financial, environmental, social, and regulatory conditions affecting sanitation by-product valorization;
- Identify and evaluate potential sanitation by-products and end-user markets;
- Undertake stakeholder consultations with relevant public and private sector actors;
- Assess the financial and economic viability of potential business opportunities;
- Develop sustainable business models and implementation strategies for sanitation by-product valorization;
- Identify potential private sector participation and investment opportunities; and
- Prepare recommendations to enhance the operational and financial sustainability of sanitation services in Quelimane and Tete.

- The National Directorate of Water Supply and Sanitation (DNAAS) as the implementing agency of the Government of Mozambique, now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services (CV with description of similar assignments, experience in similar conditions and a letter of manifestation of interest).
- The shortlisting criteria are:
- Postgraduate degree in Water and Sanitation Engineering, Environmental Engineering, Economics, Business Administration, Development Studies, or a related discipline;
- At least 10 years of relevant professional experience in the water and sanitation sector including demonstrated experience of conducting technical feasibility assessments, financial and economic analysis, and development of business models, as well as a solid understanding of sanitation value chain (Fecal Sludge Management (FSM) and Wastewater Management (WWM));
- Demonstrated understanding of sanitation value chains, resource recovery, circular economy approaches, and market development;
- Excellent written and spoken communication skills in English and Portuguese.
- The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the Procurement Regulations for IPF Borrowers, September 2025, setting forth the World Bank’s policy on Conflict of Interest.
- The Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank Procurement Regulations for IPF Borrowers.
