Assignment Title: Consulting Services for the Implementation of National Mobile Digital Identity and Electronic Signature Infrastructure for the Republic of Mozambique

The Government of Mozambique has received financing from the World Bank toward the cost of the Digital Governance and Economy Project - EDGE, and intends to apply part of the proceeds for consulting services.

  • Background

The Republic of Mozambique, through the Agency for Digital Transformation and Innovation (ATDI, IP), is implementing an ambitious digital transformation program aligned with the vision of building a more efficient, transparent, and citizen-centered public administration. This program is part of the Digital Economy and Electronic Government Project (EDGE), funded by the World Bank, and aims to establish the foundations of a modern and interoperable Digital Public Infrastructure (DPI).

Within the scope of this program, ATDI, IP has already begun implementing an Interoperability Platform based on X-Road, which will enable the secure exchange of data between government institutions and public and private service providers. To complement this infrastructure and enable the identification, authentication, and digital signature of citizens, residents, and companies, it is necessary to implement a national ecosystem of mobile digital identity and electronic signature.

The mobile digital identity solution to be implemented must be inclusive, scalable, and accessible to all citizens, regardless of their geographic location, connectivity, or device type. It should support multiple implementation modalities (mobile application, physical SIM, and eSIM) to ensure maximum coverage and digital inclusion, particularly in rural areas and communities with limited access to modern smartphones.

  • The Services

The consulting services (“the Services”) include:

  • Design and implement a complete mobile digital identity ecosystem based on three complementary technological modalities: mobile application (App-based Mobile ID), physical SIM (SIM-based Mobile ID), and eSIM (eSIM-based Mobile ID), ensuring digital inclusion and national coverage.
  • Develop and implement or integrate a self-service portal for digital identity and electronic signature management, allowing citizens to manage their devices, certificates, and transactions securely.
  • Fully integrate the digital identity solution with the X-Road Interoperability Platform already under implementation, ensuring full technical compatibility and compliance with established security and interoperability standards.
  • Integrate the solution with the National Population Registry (National Directorate of Civil Identification) and the national PKI/CA (Public Key Infrastructure / Certification Authority) infrastructure, guaranteeing the legal validity of digital identities and electronic signatures.
  • Establish secure mechanisms for identity verification and user onboarding, in compliance with national legal and regulatory requirements and international security standards.
  • Train and empower technical teams from ATDI and institutional partners (Registration Authorities, mobile network operators, technical support) to operate and maintain the solution within the scope of training provided under this contract.
  • Transfer knowledge and technology, including SDKs, complete technical documentation, build and deployment instructions, and API specifications, ensuring technological independence and long-term sustainability of the solution.

ATDI, IP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Minimum of 7 years of experience in digital identity projects, PKI/CA or e-government
  • Minimum of 10 years of experience in implementing and operating; integration with telecom operators (MNOs); Integration with public and private e-service providers (banks, government portals, tax systems, healthcare, etc.), Mobile ID solutions
  • Proven experience in governmental digital transformation projects
  • At least 3 reference projects implemented in the last 7 years demonstrating experience in:

Project 1: SIM/eSIM-based Mobile ID

  • Implementation of mobile digital identity solution based on physical SIM and/or eSIM
  • Minimum scale: 100,000 users
  • Including Java Card applet and/or eSIM profiles
  • Preferably in a governmental environment

Project 2: Integration with X-Road

  • Implementation or integration of services with the X-Road platform
  • Preferably in a governmental environment
  • Demonstration of deep knowledge of X-Road Message Protocol and Security Server

Project 3: PKI/CA and Digital Signature

  • Implementation of PKI/CA infrastructure
  • Issuance of qualified digital certificates
  • Digital signature with legal validity
  • Integration with HSM

Key Experts will not be evaluated at the shortlisting stage

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
