Government of Lesotho COMPETITIVENESS AND FINANCIAL INCLUSION (CAFI) PROJECT MANAGEMENT uNIT REQUEST FOR EXPRESSIONS OF INTEREST “ADVERTISEMENT” CONSULTING SERVICES - INDIVIDUAL CONSULTANT (IC) SELECTION Country : Lesotho Project Name : Integrated Transport, Trade and Logistics (ITTL) Project Credit No. : 7570-LS Assignment Title: Cold Chain/ Sanitary and Phytosanitary Specialist Reference No.: ITTL-WB-C001 The Government of Lesotho has received credit from the International Development Association (IDA) of the World Bank to implement the Lesotho Integrated Transport, Trade and Logistics (ITTL) Project where Component 2: Regional Trade, Integration and Logistics Services is being implemented through CAFI PMU, and intends to apply part of the proceeds for consulting services.
One of the consultants required is an Agribusiness Cold Chain / Sanitary and Phytosanitary Specialist. The assignment is expected to be completed within a period of 12 months. The Ministry of Trade, Industry and Business Development through the CAFI PMU, now invites interested individuals to indicate their interest in the consultancy.
Interested individuals should provide information demonstrating that they have the required qualifications and relevant experience for the assignment. The selection criteria will be based on the following information, inter alia: • A Post-graduate Degree in Agriculture Science or Food Safety with emphasis in agribusiness, or related field; M.Sc. in related field will be an added advantage. • Experience with agricultural supply chains and logistics within the Southern Africa region, working in agricultural production, and post-harvest and storage design activities highly preferred. • Good knowledge of regional Sanitary and Phytosanitary (SPS) guidelines and regulations. • Good knowledge of cold chain systems, infrastructure and related activities. • Good knowledge of end-to-end agricultural supply processes and best practices. • Work experience in project implementation, activity analysis, design, and implementation resulting in increased production and sales. • Experience with the World Bank procedures, or other development partners will be an added advantage. • Demonstrated ability to work at different levels of government and with the private sector to build consensus among key stakeholders and follow-through on agreed strategies and plans.

The attention of interested candidates is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A candidate will be selected in accordance with the Individual Consultant Selection method set out in Procurement Regulations.
