Government of Lesotho LESOTHO COMPETITIVENESS And Financial Inclusion project REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES - INDIVIDUAL CONSULTANT SELECTION Country : Lesotho Project Name : Competitiveness and Financial Inclusion Credit No. : P175783- LSO Assignment Title : Senior Expert for review and reform of Partial Credit Guarantee Scheme Reference No. : LS-MTI-364387-CS-INDV The Government of Lesotho has received a loan from the International Development Association IDA of the World Bank to implement the Lesotho Competitiveness and Financial Inclusion CAFI Project and intends to apply part of the proceeds for consulting services.
One of the key Individual Consulting Services positions within the CAFI Project is that of the Senior Expert for review and reform of Partial Credit Guarantee Schemes. The Consulting Services to be provided by the Senior Expert for review and reform of PCG Schemes include, inter alia: Take stock of the market developments in Lesotho, including current activities of the two PCGs and market appetite for a reformed PCG Scheme; undertake a comprehensive review and gap analysis of the two existing PCGs Government PCGF and L-PCG within the context of national strategies and plans to identify gaps and alignment with international best practice and also provide recommendations on improvement; undertake a stakeholder workshop with PFIs to present the best practices on PCG schemes and solicit views from the relevant stakeholders on setting up an effective scheme to reduce the risk of lending to SMEs by financial institutions.
Provide training and capacity building to relevant staff on the new design and operational procedures of the PCG scheme, as well as to prospective PFIs on the use of PCGs. The complete Terms of Reference for the assignment can be obtained at the address given below.
The Ministry of Trade, Industry, Business Development and Tourism through the PMU, now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria include: A postgraduate degree in Finance, Business, Economics or related field; At least 15 years of financial sector experience, including specialized experience in the design and implementation of PCGs; Experience in addressing relevant thematic areas in particular, private sector development, small and medium enterprise development and development finance institution practices.
Interested candidates are required to submit their Curriculum Vitae together with educational certificates and Expression of Interest to the address below. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrower November 2020 Procurement Regulations, setting forth the World Bank’s policy on conflict of interest. The Senior Expert for review and reform of PCG Schemes will be selected in accordance with the Individual Consultant Selection method set out in Procurement Regulations.
