| Tourism Diversification and Resilience Project ( TDRGP) Ministry of Tourism and Culture Plot No. 49 Kotu East Estate, Bertil Harding Highway , Kotu, The Gambia Tel: +220 9825949 /3971747; email address: [email protected] / [email protected] REQUEST FOR EXPRESSIONS OF INTEREST (REOI) Country: The Gambia Project: Tourism Diversification and Resilience in The Gambia Project (TDRGP) Project ID No.: P177179 Grant No.: IDA-V4190 Assignment Title: Conduct a Demand and Destination Site Evaluation & Assessment of Potential Tourism Sites Throughout the Country Reference No. : Duration: 10 months (40 weeks) Background The Government of the Gambia (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (hereinafter called “Grant”) towards the cost of funding Tourism Diversification and Resilience in The Gambia Project (TDRGP) and intends to apply part of the proceeds for consulting services; to Conduct a Demand and Destination Site Evaluation & Assessment of Potential Tourism Sites Throughout the Country. Objective The objective of the consultancy is to conduct a demand and destination site assessment for key tourism sites and areas to strengthen the branding of the destination and diversify the Gambia’s tourism products. To achieve this objective, the consultancy will develop and deploy a sound scoring methodology to prioritize tourism sites and areas with greatest tourism demand potential. The consultancy will provide integrated support in the sequencing, evaluation, selection and design of necessary upgrades in top 10 prioritized tourism sites. As one of the main aims of the project is to achieve diversification of the sector through the development and implementation of different marketing approaches that will attract a new set of tourists, the assessment will evaluate the different types of tourist attraction sites grouped according to global tourism market to highlight any strengths and potential for brand development based on a well-defined performance and responsiveness indicators. The assessment will also consider climate and hazard risks, community engagement and gender considerations. One of the first and most pressing activities is to identify the potential sites for development into strong brands for the tourism industry. Preliminary studies have already been done mapping the main sites in both the tourism development areas and other key sites. The task now, considering the TDRGP’s subcomponents is to bring together the various objectives towards comprehensive assessment of all possible locations and sites into a compact range of viable assets that can be transformed into competitive tourism products that support the diversification efforts of the country as well as the scheduled strategic rebranding that the project intends to undertake. Scope of Services The pre-selection of destinations builds on past coordination experiences between different stakeholders, particularly the Public-Private Dialogue Mechanism (PPDM) established in 2021 to devise an Action Plan for COVID-19 Tourism Recovery. In addition, the list was agreed and expanded in consultations with the Government of The Gambia through the Ministry of Tourism and Culture along with its satellite agencies, and private sector. The list of pre-selected destinations of main tourist sites and sites with potential have been presented in different bands based on the broad classification of tourist attraction products. The evaluation methodology should focus on three main considerations to assess the relative competitiveness and impact of each destination: Market Appeal, Destination Readiness and Socio-Economic Impact. The Consultants should propose specific sub-criteria, weighting (if necessary) and a quantifiable method to assess each destination against these criteria. The result should enable a ranking and a sequence of destinations as objective as possible.
Interested consultant firms who has experience in performing similar assignment, multi-development banks or any international organizations must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations; World Bank Procurement Regulations (PR) for IPE Borrowers, dated November 2020.
Qualifications and Experience of the Firm
Consultants Firm will be shortlisted based on their experience in doing similar assignment and qualification and experience of key staff of the firm based on the following;
Firm
- At least 5 years’ experience in designing or developing tourism sites (interpretation, visitor flow and management, facilities, and features required by different markets and segments, etc.)
- The firm must have conducted at least 2 similar assignments in the last 5 years.
- Have a strong applicable primary research track record in tourism
- Have expertise in creating tourism destination feasibility studies and understanding of tourism markets.
- Proven experience in participatory planning and citizen engagement
- Technical competencies in destination development, tourism planning, architecture, engineering, and landscaping.
- Experience working in developing countries, particularly in Africa, is a must.
