Grant Number: IDA-D9190 Project ID NO: P173070 Assignment Title: Recruitment of a consultant for the Conduct of annual External Audit for GIRAV Project Procurement Method: Least Cost Selection (LCS) Reference No. (as per Procurement Plan): GM-CPCU-271839-CS-LCS The Government of the Gambia through the Ministry of Agriculture has received financing from the World Bank toward the cost of the Gambia Inclusive and Resilient Agriculture Value Chain Development Project (GIRAV) and intends to apply part of the proceeds for consulting services.
The consulting services include Recruitment of a consultant for the Conduct of annual External Audit for GIRAV Project from December 2022 to December 2026 This assignment will consist of the preparation of the annual financial statement of the GIRAV project The responsibility for the preparation of financial statements including adequate disclosure is that of the implementing agency The detailed Terms of Reference (TOR) for the assignment is available at Central Project Coordination Unit (CPCU), 14 Marina Parade, Banjul.

The Central Project Coordination Unit – Ministry of Agriculture now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are: Minimum Qualification and Experience of Consultant as a Firm: • The audit team should be led by a graduate Audit Partner with minimum of 10 years post qualification experience as a practicing Chartered Accountant. • Day-to-day management of the audit should be the responsibility of an Audit Manager/Partner with at least 5 years of post-qualification experience as a practicing Chartered Accountant. • The audit team may include a Procurement Specialist with 3 years’ experience.
The Specialist should also be familiar with IDA Procedures. In addition, the audit team should include sufficient number of appropriate staff (audit senior, junior staff etc), commensurate with the size and scope of the assignment. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 1st, 2016, revised in November 2017, August 2018 and January 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Least Cost Selection method (LCS) set out in the Procurement Regulations.
