External Audit Services — Zimbabwe Recovery and Resilience Support Project

REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) Date: 01 April 2021 The Government of Zimbabwe Project: Support to Zimbabwe Recovery and Resilience Project (SPF) Project ID No.172176 Contract Title: EOI-MOF-WB-02-2021 The Republic of Zimbabwe has received financing from the World Bank toward the cost of the Support to Zimbabwe Recovery and Resilience Project (SPF).The Government of Zimbabwe intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy Services for the provision of External Audit Services.

The objective of the audit of the Project Financial Statements (PFSs) is to enable the auditor to express a professional opinion(s) on the financial position of the project at the end of each fiscal year, and on funds received and expenditures incurred for the relevant accounting period. The Government fiscal year ends on 31 December each year. The project books of accounts provide the basis for preparation of the PFSs by the project implementing agency and are established to reflect the financial transactions in respect of the project.

The implementing agency maintains adequate internal controls and supporting documentation for transactions. The successful consulting firm will be expected to deliver the following among others: - • An Audit Report and a • Management Letter The estimated period of execution is 14 months. The Government of Zimbabwe through the Ministry of Finance and Economic Development now invites eligible consultancy firms to indicate their interest in providing these services.

Interested consulting firms should demonstrate a minimum of 5 years in conducting Project External Audit Services. Consultants may constitute joint ventures to enhance their chances of qualification. The shortlisting criteria is :- • Evidence of company registration; • Statement of capability, relevant experience and roles in the proposed projects; • Similar assignments undertaken in similar conditions by type and cost; • Availability of appropriate skills among staff; Eligibility criteria, establishment of the short list and the selection procedure shall be in accordance with World Bank’s Guidelines: Rules and procedures for the use of consultants Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers Interested consultants may obtain further information at the address below during office hours 0800hrs to 1630hrs.
