  • The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of Productive Safety Net for Socioeconomic Opportunities (SNSOP). Based on aforementioned, MAFS is seeking to use a portion of the proceed of the funds to finance the position of the Community Engagement Specialist (CES).
  • The Overall Objective of the assignment will be responsible for technical expertise, support and oversight on approaches and methods for organizing broad scale community engagement and support for the SNSOP project. The scope also includes supporting massive community mobilization and involvement and working with all institutional arrangements agreed upon in the project document. The Community Engagement Specialist will be in charge of supervising the adaptation of the Community Engagement and Capacity Building (CECB) tool for SNSOP and to supervise its finetuning in each project locations. He/She will also oversee the training and supervision of field-level community engagement staff in all project locations.
  • Responsibilities: The Community Engagement Specialist will be responsible for the provision of technical assistance to the Program in general and advance to the implementing partners technical guidance to ensure compliance and implementation of the project and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of program interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create Conflict of interest.

  • Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance.
  • Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: Master’s degree or advanced degree in Public Administration, Political Science, Social Science or Law or International Relations or Business Administration or any relevant field is required; Bachelor’s degree in any of the above-mentioned fields with more than 5 years of experience may be accepted in lieu of the Master’s Degree; Minimum of 5 years relevant experience in community engagement of humanitarian activities and/or public works and/or food security or related areas is required; Experience in community development, and civic engagement; Experience in preparation of the methodologies, guidebooks, analytical reports; Experience with a multilateral or international technical assistance or development organizations would be an asset; Knowledge of local community development principles, trends, and policies in South Sudan; Skills to prioritize and use of political judgment is an asset; Knowledge and experience of World Bank systems is an added advantage; Fluency in written and oral English is essential; Knowledge of Arabic language is desirable.
  • The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
  • The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
  • A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.

  • Deadline for submission: The Expression of interest (EOI) and the CV completed in the prescribed form must be delivered to the address below (in person, or by mail, or by e-mail) by Tuesday 28th, Feb 2023 at 17:00 Hours (South Sudan Time).
