- Background
The Republic of South Sudan has received financing from The World Bank through the Ministry of Finance & Planning (MoF&P) toward the cost of South Sudan Public Financial Management and Institutional Strengthening (PFMIS) Project.
The Project Development Objective (PDO) is to improve and build capacity for budget preparation and implementation. The project has the following components: (i) Strengthening Budget Preparation Processes; (ii) Strengthening Transparency and Predictability of Budget Implementation and Procurement for Priority Spending Areas; (iii) Supporting Institutions, Capacity Development and Facilitating Change for PFM Reform; and (iv) Project Management and Learning.
To execute the above listed reforms and other critical PFM activities, a Project Management Unit (PMU) has been established within the MoF&P with the primary tasks of project management and overseeing performance of consultants, service providers, stakeholder outreach and communications, fiduciary and procurement management, community engagement, results management, and risk management related to social and environmental safeguards.
The Ministry of Finance & Planning intends to apply part of the proceeds of the grant to fund the position of a Project Manager who will be responsible for supporting coordination and implementation of PFMIS project activities.
- Scope of Work and Responsibilities:
The scope of work for the assignment include but not limited to the following tasks:
- Project management and coordination through carrying out day-to-day project activities and providing leadership to ensure that the Project Development Objectives and intended outputs and outcomes including technical assistance are achieved;
- Spearheading PFM reform dialogue through establishing and identifying key issues for dialogue to be discussed by the Technical and Steering Committee; and advise the Client;
- Manage the PMU staff and Consultants by iidentification of short-term Technical Assistance (TA) needs/support as provided in the work plans; and collaborate with the concerned departments to identify needs for TA;
- Oversee the project Annual Work planning and budgeting process through quality assuring the draft annual work plans towards achievement of the targeted results in each component; and ensure that the project maintains high standards of fiduciary due diligence in the use of funds towards the achievement of the Project Development Objective; and
- Support the strengthening of the PFM evaluation monitoring systems; and eensure preparation and timely submission of regular and ad hoc reports to the MOFP and the World Bank. The Consultant will be required to undertake all the listed tasks and deliver the expected outputs detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
- Selection Criteria:
Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification and experience required for shortlisting will include:
Advanced University Degree in Project Management, International Development, Economics, or other related social sciences, with 10 years of relevant professional experience in Project Management, International Development, economics, or related social sciences, or other relevant discipline; ii. At least 10 years’ experience in Public Finance Management with at least 5 years of which having been acquired managing public financial management reform projects as a team leader; iii. Demonstrated knowledge and experience in core PFM areas such as budget formulation and preparation, reporting and oversight required; iv. Experience working on PFM reform programs in conflict-affected countries in East Africa will be an advantage; v. Substantial work experience in the preparation of documentation required for review by the World Bank and ensure compliance with all fiduciary and safeguard standards as per agreements signed by the Government and World Bank; vi. Excellent oral and written communication; and working knowledge of English language.
The shortlisted candidates will be invited for oral interview. Consultant will be required to possess the skills, core values and principles listed in the TOR.
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.
- Duration:
Duration of the assignment is 24 months, renewable based on satisfactory performance and availability of funds.
- The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest
- A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
- The MoF&P now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below)
- Submission of Applications and deadline:
Interested Consultants may obtain further information including a detailed TOR and the format for the CV at the address given below from 9:00am to 5.00pm South Sudan time (Excluding public holidays).
A signed Expressions of interest (EOI) and CV in the prescribed format with 3 reference persons and copies of certificates of qualifications must be delivered (in person or by e-mail) in a written form (if not by e-mail) to the address below by 16th August 2022 at 12:00 Hours (Juba local time).
