- The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of South Sudan Emergency Locust Response Project (SSELRP). Based on aforementioned, MAFS is seeking to use a portion of the proceed of the funds to finance the position of the Project Manager who will be responsible to provide managerial leadership to ensure successful delivery of the project
- The Project Manager will have the primary responsibility for successful implementation of ELRP to achieve the Project Development Objectives. He/she will manage ELRP and provide the oversight, guidance and support for implementation of the project in-line with and in according to the provision of the Financing Agreement and associated documents signed between the Government of South Sudan and the World Bank.
- Responsibilities: The Project Manager will be responsible for the provision of technical assistance to the project in general and advance to the implementing partners technical guidance to ensure compliance and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of project interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create Conflict of interest.
- Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance.
- Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: At least Master’s Degree in Agricultural Science, Social Sciences, Project Management or any other relevant field; Bachelor’s Degree in Agricultural Science, Social Science, Project Management or any other relevant field; At least 6years of working experience in the agriculture/rural development sector with good knowledge of project management; Strong understanding of project management, technical knowledge and problem-solving skills to offer solutions to problems; Demonstrated ability to set priorities and to work with minimum supervision in order to meet changing deadlines; Strong team work skills and willingness to travel at short notice; Excellent communication skills with ability to express ideas clearly; Computer literacy and ability to use word processing and office technology equipment Experience working for donor implemented projects is an advantage; Experience working on Community Engagement Project is an added advantage; Experience in post- conflict or conflict situations especially in South Sudan is an added advantage;
- The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV).in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
- The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
- A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.

- Deadline for submission: The Expression of interest (EOI) and the CV completed in the prescribed form must be delivered to the address below (in person, or by mail, or by e-mail) by March 18th March 2022 at 17:00 Hours (South Sudan Time)
