- The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of Productive Safety Net for Socioeconomic Opportunities (SNSOP). Based on aforementioned, MAFS is seeking to use a portion of the proceed of the funds to finance the position of the Public Works Specialist.
- The incumbent is required to lead the implementation and management of Labor-Intensive Public Works (LIPW) activities by providing leadership and technical expertise in design, feasibility study, quality control and oversee the implementation of all identified LIPW activities across all project locations.
- Responsibilities: The Public Works Specialist will be responsible for the provision of technical assistance to the project in general and advance to the implementing partner technical guidance to ensure compliance and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of project interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create Conflict of interest.
- Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance.
Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: A Master’s degree or advanced degree in Civil Engineering or Agricultural Engineering or any relevant field is required; Bachelor’s Degree in Civil Engineering or Agricultural Engineering or relevant field with additional 5 years relevant experience may be accepted in lieu of the Master’s degree; A minimum of 5 years’ experience in any engineering field is required. (Labor intensive public works specific experience is a strong added advantage); Experience in implementing the World Bank-funded projects is an added advantage; Experience in fragile and conflict-affected countries and South Sudan is an added advantage; Fluency in written and oral English is required; Knowledge of Arabic language is desirable.
- The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV).in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
- The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
- A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.
