The Government of South Sudan has received financing from The World Bank through the Ministry of Finance & Planning (MoFP) towards the cost of Enhancing Community Resilience and Local Governance Project Phase II (ECRP II) which became effective in May 2022. MoFP is seeking to use a portion of the proceeds of the funds to conduct impact evaluation including End line survey for ECRP I and Baseline survey for ECRP-II.

The Project Development Objective (PDO) of ECRP II is to improve access to services, strengthen flood resilience, and enhance institutional capacity for local service delivery and integrated disaster risk management at national and sub-national levels. The Project has four (4) components namely: (1) Infrastructure and Services for Community Resilience (2) Institutional Strengthening (3) Project Management and Learning; and (4) Contingent Emergency Response.

The Ministry of Finance and Planning in partnership with Local Government Board (LGB) has contracted International Organization for Migration (IOM) to lead in the implementation of Components 1 and 2 of the project.

Prior to ECRP II becoming effective, Enhancing Community Resilience and Local Governance Project Phase I (ECRP I) which become effective in September 2020 was being implemented through a third-party implementation approach where UNOPS acted as the Project Management Unit (PMU) with IOM providing complementary support. ECRP I has made good progress and the lessons learnt have been incorporated in the design of ECRP II.

In order to generate knowledge to assist the Government, the World Bank, and other stakeholders in designing effective interventions to reduce poverty and foster social cohesion among different community groups, MoFP intends to contract a consulting firm to undertake impact evaluation which shall include: (i) End line survey for ECRP I; and (ii) Baseline survey for ECRP II.

The objectives of the ECRP I End line assessment are to: i) measure changes in key outcome indicators since the baseline assessment conducted in April-June 2021; ii) better understand the processes leading to the measured outcomes; and iii) analyze the impacts of ECRP activities on perceptions of governance and inclusive decision-making.

The objectives of the ECRP II Baseline assessment are to: i) measure the project’s key outcome indicators prior to ECRP-II implementation; ii) measure additional indicators related to the project’s enhanced focus on flood resilience and refugees; and iii) provide timely information to project management, government, and other stakeholders on the current conditions in target communities.

The scope of the consulting services (“Services”) required to be undertaken shall be limited to activities related to the preparation, execution, analysis, and reporting of the data for the two surveys, which are collectively referred to as ‘the ECRP Impact Evaluation’ in the ToR.

Duration of the assignment is twenty weeks from start date.

The Project Management Unit (PMU) of the MoFP now invites eligible consulting firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are as follows:

• At least 6 years of general experience in impact evaluation and baseline surveys with field experience in data collection, analysis and presentation.
• Specific experience: At least 3 similar assignments completed within the last 6 years on impact evaluation and baseline surveys of project implemented in a post conflict country similar to South Sudan environment. Working experience in the use of Computer Based Personal Interviewing (CAPI) in quantitative surveys will be an added advantage.
• The technical and managerial organization of the Consultant. (Provide only the structure of the organization, general qualifications, and number of key staff (Do not provide CV of staff). Key experts will not be evaluated at the shortlisting stage. Attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016 and current revised edition. (Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other Consultants to enhance their qualifications. The nature of association, whether it is a joint venture and/or a sub consultancy, should clearly be stated. In case of joint venture, the Consultant leading the joint venture should be mentioned.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. Interested Consultant may obtain further information at the address below during office hours from 9:00 to 16:00 hours South Sudan time on working days.
