Introduction:

The Government of The Gambia has received financing from the World Bank to implement a Social Safety Net Project in the country and intends to apply part of the proceeds of this fund for consulting services.

The consulting services (“the Services”) include the services of a Firm to carry out Impact Evaluation of the Nafa Program to provide evidence on the contribution of cash transfers combined with social and behavioral change communication to protecting extreme poor households’ consumption and promoting their propensity to invest in human capital and production.

The National Nutrition Agency (NaNA), the Fiduciary Agent of this project, now invites eligible Firms (“Consultants”) to indicate their interest in providing the Services. Key personnel will not be evaluated, only the qualification, experience and capacity of the consultant as a firm will be evaluated at the Shortlisting stage. Therefore, Interested Consultants should provide information, backed by enough evidence demonstrating that they have the required qualifications, relevant experience and capacity to perform the Assignment. The shortlisting criteria will be based on point number 12 (Evaluation and Selection Criteria) of the TOR as detailed below:

Minimum Qualification and Experience of Consultant as a Firm:

  • Demonstrated experience in conducting Impact Evaluation within the past five year (provide evidence)
  • Demonstrated Strong capacity and experience in planning and organizing Impact evaluation/data collection logistics, including the design and implementation of protocols to ensure high quality data (provide evidence)
  • Demonstrated experience working with the analytical software e.g. Stata, Invivo etc (provide evidence)
  • Demonstrated experience with management of data especially data relating to life events, socio-economic data and personal identifying data (provide evidence)
  • Experience in working with government agencies and the private firms
  • Commitment and capacity to deliver hands-on training to ensure knowledge transfer.
  • Readiness to assume work as soon as possible.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 1st, 2016, revised in November 2017 and August 2018) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
