Assignment Title: FOR GAMBIAN NATIONALS - Recruitment of an Individual Consultant to conduct Microsoft Excel Training for the Gambia Revenue Authority

Background:

The Gambia Fiscal Management Development Project (P166695) financed by the World Bank intend to finance the acquisition and implementation of an Integrated Tax Administration System (ITAS) to replace the existing GAMTAXNET System. This will contribute to improving tax administration processes and GRA’s digital transformation. The main objective is to enhance the GRA’s operational effectiveness and achieve digital transformation, including widespread adoption of electronic filing (e-filing) and electronic payments (e-payments) to improve taxpayer services and transparency. It will also support comprehensive tax compliance risk management processes based on international good practices. The expected outcomes are as follows:

  • 90 percent of active large taxpayers will file and pay on time key taxes.
  • The GRA will also increase the Value Added Tax (VAT) gross compliance ratio from 26 percent to 45 percent and deploy 15 percent of its operational staff for field audits to improve compliance management and compliance assurance.
  • The new tax administration system, once implemented, will deliver online services to taxpayers 24/7 and facilitate e-filing, e-payment and mobile payment.

One of the core mandate of the Gambia Revenue Authority is the collection of revenue and the provision of data on revenue collected. Consequently, most of the reports generated by the Authority’s information systems are in excel. This is mainly because of the applications flexibility, superior number crunching powers and easy access. MS Excel also provide its users the ability to layout data in various forms and facilitate easy reformatting and rearrangement. It also facilitates the processing and analyzing of data with graphs and charts and is ideal in the identification, analyses and visualization of trends and patterns in large amounts of data.

Objectives and Expected Output:

The objective of the assignment is to train 256 staff of the GRA in Microsoft Excel. The training will be conducted at different levels, Foundation, Intermediate and Advance levels. Sixty-four staff will be trained each year for the next four years. The training will enhance the capacity and skill of staff in Microsoft Excel Application.

Scope of Services:

The consultancy will comprise of preparing the content, training materials, as well as organizing, administering and facilitating three training batches in a year. Each of the four training batches may be 16 students. . The scope of the assignment will include the following

  • Develop a Training Plan to meet objectives of the assignment within the available project financing period.
  • Develop training modules to provide practical excel training sessions using suitable and adequate training resources
  • Use instructor-led, hands-on, and interactive excel training approaches to facilitate the training sessions
  • Deliver the training courses to GRA staff.
  • The trainings will be delivered to four (4) groups each year. Each cohort will consist of between 16 staff and is scheduled to begin in 2023. However, the consultant can propose alternative approaches to ensure the needs of the ToR are met without compromising GRA activities.
  • The training examples and exercises must be tailored to the context of GRA (revenue administration).
  • The training and all accompanying materials and exercises must be in English.
  • The training will be delivered in The Gambia.
  • Certify all staff who satisfactory meet the requirement to be certificated QUALIFICATION, EXPEREINECE, COMPETENCE AND SPECIFICATION:

The service provider should have:

  • Evidence of experience in conducting similar training programs for institutions in the location of this assignment.
  • Demonstrate competence in delivering training especially IT courses.
  • Registered as a bona fide training provider with the National Accreditation and Quality Control Authority (NAQAA)

Lead Trainer(s)

  • MSC in Computer Science, Information Technology, Accountancy, Economics, Mathematics or related fields, or professional qualification (ACCA, CIMA, CMath etc)
  • A Microsoft Certified Trainer (MCT/MCSA/MCSA).
  • Certified by Microsoft to provide training on MS Office
  • A minimum of 5 years’ experience facilitating similar training programs.
  • Detailed knowledge of emerging excel skills
  • Excellent report writing skills

Assistant Trainer

  • BSc/HND in Computer Science, Information Technology, Accountancy, Economics, Mathematics or related fields, or professional qualification (ACCA, CIMA, CMath etc)
  • A Microsoft Certified Trainer (MCT/MCSA/MCSA)
  • Certified by Microsoft to provide training on MS Office
  • Minimum 3 years' experience facilitating similar training programs
  • Knowledge of emerging excel skills

Submission Requirements:

The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Fiscal Management Development Project, now invites eligible individual consultants to indicate their interest in providing the Services. Interested Individual Consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July dated July 2016 and revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant’s Selection Method (IC) set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00, Monday – Thursday and on Friday, from 09:00am to 12:30pm.
