Description
The Government of South Sudan has requested for financing from the World Bank towards improving electricity access in South Sudan under the proposed ENERGY SECTOR ACCESS AND INSTITUTIONAL STRENGTHENING PROJECT and intends to utilize part of the proceeds for the recruitment of the Planning, Design Supervision Consultancy (PDSC) System Network Works, Minigrid Development Stand-Alone Solar Systems.
The consulting services (“the Services”) include the following.
The project shall be financed by the World Bank structured in four components; the first three components are investment components to enhance access to electricity services through grid-based, isolated grids and off-grid interventions. The fourth component is intended to strengthen the sector’s institutional capacity as well as the overall project implementation capacity.
This consultancy will focus on Components 1 & 2 &3 being:-
Component 1. Grid Densification and Extension in Juba
This component will finance additional grid connections to residential, customers and Small and Medium-sized Enterprises (SMEs) in Juba and its vicinity through-
- Service drop connections for new connection requests in the middle of the network and making use of the existing distribution infrastructure including non-connected transformers already erected across in the city (estimated as up to 20,000 connections) and
- Expanding the MV and LV networks to the North, West and Southeastern parts of the city for additional 20,000 connections. These additional connections are expected to be more than double the number of connections. The exact target areas for densification and expansion are identified by the government and could also include communities in Juba and its periphery, such as Nesitu, Lokiliri, and Rajab based on the availability of funds.
The investment may also include installation of compensating equipment to strengthen the backbone system and for the effective integration of solar-based electricity expected to be available in the near future.
Component 2. Mini-grid pilot
The strategic priorities of the GoSS are to electrify state capital cities and potential cities. Previously, in South Sudan, the isolated grid operations in various areas including Yei, Maridi, and Kapoeta didn’t work successfully, and it is important to identify the effective operation modality. Thus, MoED/SSEC will pilot the mini-grid operation which could be duplicated to other state capitals and large cities and in addition to piloting the operation modality.
To pilot an effective operation of a mini-grid, this component will support the hybridization and rehabilitation of existing isolated grid with a solar hybrid with battery storage in the town of Yei. Based on high level geospatial analysis and survey activities in Yei town, it is tentatively considered that a solar PV system with a capacity of 5 MW, 12,000 kWh of batteries, and the existing 1.2 MW capacity of a diesel generator will be implemented initially. This pilot intervention is expected to electrify about 12,000 households, 850 commercial and institutional customers in host communities and refugees.
Component 3. Off-grid electrification of health facilities through standalone solar systems
This component will finance the delivery of solar and battery-based off-grid solutions for selected health institutions in rural areas, with a focus on Payam-level hospitals (population of 25,000 and over) and health care centers (PHCCs). The component will cover health facilities in states in the Greater Upper Nile Region in which the World Bank is already active (Upper Nile, Jonglei and Unity states, Ruweng Administrative Area, and Greater Pibor Administrative Area), as well as other states identified as a result of further assessment in coordination with the Ministry of Health (MoH), based on the structural integrity of the buildings, level of service provided (availability of Comprehensive Emergency Obstetric and New born care (CEmONC) services and so on, population coverage, preexisting use of electricity, and presence of internal wiring.
The scope indicatively covers the solarization of 12 secondary health facilities servicing in the states of Upper Nile and Jonglei, and an additional 187 health facilities to be identified through an in-depth analysis to determine the beneficiary health institutions.

The Ministry of Energy and Dams now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria for the firm’s capability and experience are:
- A Minimum of eight (8) years of core business as a consulting firm in undertaking Planning, Detailed Design and construction supervision.
- Experience of at least five (5) similar assignments of similar scope, nature and value involving Planning, Preparation of Designs, Preparation of bidding document and providing support in tendering process and Construction supervision.
- Experience in similar conditions with at least three (3) similar projects in Sub-Saharan Africa or other countries in the world at a similar level of development as Sub-Saharan Africa in the last five years.
- Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability (Provide only the structure of the Organization, General qualification and number of Key staff in areas of Project Management, Networks planning, Contract Management, Procurement Management, GIS Management, Information Technology / Systems Engineering, Environmental and social safeguards and social safe guard Management. (Please do not submit CVs and bio data of experts at this stage)
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017,August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of joint venture and/or sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017,August 2018 and November 2020.
