SPECIFIC PROCUREMENT NOTICE Request for Bids Goods (One-Envelope Bidding Process) Country Sao Tome and Principe Name of Project: ACCESS TO CLEAN RESILIENT ELECTRICITY PROJECT Contract Title: Acquisition of 10,000 Split Electronic Prepayment Meters for the Water and Electricity Company (EMAE) Loan No./Credit No./ Grant No.: IDA D 3080 RFB Reference No.: 22/G/ACRE/2024 • The Democratic Republic of Sao Tome and Principe has received a financing from the World Bank toward the cost of the ACCESS TO CLEAN RESILIENT ELECTRICITY PROJECT and intends to apply part of the proceeds toward payments under the contract[1] for Acquisition of 10,000 Split Electronic Prepayment Meters for the Water and Electricity Company (EMAE).

• The Agência Fiduciária e de Administração de Projectos (AFAP) now invites sealed Bids from eligible Bidders for Acquisition of 10,000 Split Electronic Prepayment Meters for the Water and Electricity Company (EMAE) 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 Edition (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4 Interested eligible Bidders may obtain bidding document and further information from Agência Fiduciária e de Administração de Projectos (AFAP) by the e-mail aels.procurement@afap, acreproject@afap.st during office hours, between 08:00 and 16:30 hours at the address given below. 6. Bids must be delivered to the address below on or before 10:00, November 22,2024.

Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below November 22, 2024, Local S.Tomé Time 7.

All Bids must be accompanied by “Bid-Securing Declaration,” as defined in ITB 19.1. 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
