Specific Procurement Notice Request for Bids Goods (Two-Envelope Bidding Process with Rated Criteria) Country: LIBERIA Name of Project: Rural Economic Transformation Project (RETRAP) – Additional Financing Contract Title: Procurement of Agricultural Mechanization Equipment for Agricultural Mechanization Service Centers (AMSCs) (3 Lots) Loan No./Credit No./ Grant No.: IDA 72670 Project No.: P175263 RFB Reference No.: LR-PMU-MOA-533732-GO-RFB • The Government of Liberia through the Ministry of Agriculture has received financing from the World Bank toward the cost of the additional financing (AF) to the Republic of Liberia for the Rural Economic Transformation Project (RETRAP), and intends to apply part of the proceeds toward payments under the contract for Procurement of Agricultural Mechanization Equipment for Agricultural Mechanization Service Centers (AMSCs) (3 Lots): “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.” • The Ministry of Agriculture, through the Rural Transformation Project now invites sealed Bids from eligible Bidders for Procurement of Agricultural Mechanization Equipment for Agricultural Mechanization Service Centers (AMSCs) (3 Lots) as stated below: |

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement Regulations for IPF Borrowers (Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services; July 2016) and revised November 2017, July 2018, November 2020, September 2023 and February 2025 is open to all eligible Bidders as defined in the Procurement Regulations (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60%, and for Bid cost: 40%. 5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$100 (One Hundred US Dollars). The method of payment will be direct deposit to RETRAP MOA account or physical payment to the RETRAP Finance Office and obtain a receipt. The document will be sent by hand-delivery or through soft copy. 6. The bidding document in English may be requested by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by via email in pdf or in a format that cannot be altered. 7. Bids must be delivered to the address below at the end of this RFB on or before 6th April 2026 at 1400 hours or 2:00pm Monrovia time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 6th April 2026 at 14:05 hours or 2:05 pm Monrovia time. All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8. All Bids must be accompanied by a Bid Security as below: • • Lot 1: USD 500.00 (United States Five Hundred Dollars) • Lot 2: USD 4,000.00 (United States Four Thousand Dollars) • Lot 3: USD 5,000.00 (United States Five Thousand Dollars) 9.
