Specific Procurement Notice (SPN) Request for Bids Framework Agreement(s) for Goods (Primary Procurement, One-Envelope Bidding Process) Employer: Eswatini Electricity Company Country: Kingdom of Eswatini Name of Project: Network Reinforcement and Access Expansion Project Framework Agreement Title: Contractors for Electrical Works RFB Reference No.: SZ-ECC-202630-CW-RFB Loan No.: IBRD 89810 • The Government of The Kingdom of Eswatini has received financing from the World Bank toward the cost of the Network Reinforcement and Access Expansion Project, and intends to apply part of the proceeds toward payments under Call-off Contracts that may be awarded under the Framework Agreements (FAs) for Contractors for Electrical Works concluded through this RFB Primary Procurement process. • The EEC is undertaking the Primary Procurement with a view to concluding Framework Agreements. The EEC is the sole Employer under the Framework Agreements. The EEC now invites sealed Bids from eligible Bidders for electricity distribution infrastructure construction works in the Shiselweni region. • The Framework Agreements to be concluded will be Single-User. The Single-User entitled to procure works under the Framework Agreements is Eswatini Electricity Company. • The EEC will conclude the framework agreements with multiple contractors • The selection of a FA Contractor to be awarded a Call-off Contract will be done through a Secondary Procurement process as defined in the Framework Agreement. However, the conclusion of a Framework Agreement shall not impose any obligation on the EEC, to procure works under a Call-off Contract. The conclusion Framework Agreement does not guarantee that a FA Contractor will be awarded a Call-off Contract. • Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 and is open to all eligible Bidders as defined in the Procurement Regulations. • The Framework Agreements shall be concluded for a Term of 3 years, from the commencement date stated in the Framework Agreement. The initial term of the Framework Agreement may be extended by a maximum of two additional years. • The Primary Procurement shall establish a Closed Framework Agreement(s). • Interested eligible Bidders may obtain further information from Eswatini Electricity Company, Mrs. Busisiwe Masangane and inspect the Bidding document during office hours i.e. 0800 to 1645 hours at the address given below. • A Pre-Bid meeting will take place at 10:00 AM on the 27th November 2020 at EEC Learning and Conference Center, Manzini, Eswatini.
