• The Ministry of Fisheries and Blue Economy through the Federal Government of Somalia through has received financing from the World Bank toward the cost of the Somali Sustainable Fisheries Development (SSFDP), Project or “Badmaal”, and intends to apply part of the proceeds toward payments under the Contract for Procurement of Vehicles for Federal Member states of Benadir Region, Puntland, Jubbaland, Southwest, Galmudug and Hirshabelle. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

• The Ministry of Fisheries and Blue Economy now invites sealed Bids from eligible Bidders for Procurement of:

• Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 and September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 3.14 setting forth the World Bank’s policy on conflict of interest.

• Interested eligible Bidders may obtain further information from Badmaal Office, , Ministry of Fisheries and Blue Economy HQ, Abdiaziz District, Mogadishu, Somalia Email: [email protected] and copy [email protected] and inspect the bidding documents during office hours 09:00 to 16:30 hours Mogadishu local time from Saturday to Thursday exclusive of public holidays at the address given below.

• The bidding document in English may be obtained free of charge by the interested eligible on the ministry website (https://mfbe.gov.so/ ).

• Bids must be delivered to the address below on or before May 20, 2024, 13:00 Hrs. Mogadishu time. Bids shall be submitted Electronically. Bids must be encrypted using a password provided by the Bidder 1 hour before the bid submission deadline. Late Bids will be rejected. Bids will be virtually opened via Google Meet and invites sent to the Bidders’ designated representatives and anyone who chooses to attend on May 20, 2024, 13:30 Hrs. Mogadishu time at the address below.

• All Bids must be accompanied by a Bid-Securing Declaration.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
