Assignment Title: Recruitment of Consultant for Project and Contract Management Training of Staff of the Gambia Revenue Authority

The Government of The Gambia has received a grant from the World Bank (IDA) to support the development of Broadband services in the Telecommunications/ICT sector in The Gambia.
Objectives
The objectives of the assignment are:
- Capacity Building in Project Management: Build the capacity of key staff of the Gambia Revenue Authority directly involved in the Gambia Fiscal Management Development Project in Project Management.
- Capacity Building in Contract Management: Build the capacity of key staff of the Gambia Revenue Authority directly involved in the Gambia Fiscal Management Development Project in Contract Management.
Scope of Services
The scope of the assignment will include the following:
- Build the capacity of key staff of the Gambia Revenue Authority in Project and Contract Management. This will include
- the training of the members of the Gambia Revenue Authority’s Project Steering Committee, Technical Team and Functional Team in Project and Contract Management. It will involve at least thirty (30) staff and will be conducted in The Gambia.
- The sharing of the training materials with trainees.
- The Certification of trained staff.
- The submission of a Training Report
- Recommend to the GRA a suitable Project Management Software
- Develop a Specification for an appropriate Project Management software
The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest. The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Fiscal Management Development Project, now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultant firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
FIRM QUALIFICATION AND EXPERIENCE
The GRA's desire is to build the capacity of staff in project and contract management. The assignment will require the services of a firm with extensive experience in Project and Contract Management and the supply of Project Management applications. The firm should have experience in capacity building in project and contract management and in designing and implementing modern Project Management systems in Sub-Saharan Africa. The key personnel shall include Project Manager, Project and Contract Training Lead and Project Management Software Lead.
The firm shall provide abridged CV(s) (of no more than three pages of A4 size for each individual) in respect of key personnel who would be expected to provide the services on behalf of the firm.
At a minimum, the resumes of key personnel should include the following: name, education, training, technical experience, functional experience, specific dates and names of employers, relevant and related experience, past and present projects with dates and responsibilities and any applicable certifications.
Key experts should, at a minimum, have the following Qualification, Experience and Skills in their respective areas:
- A Certified Project Management Professional
- University Degree in any of the following - Information Systems, Project Management, Supply Chain Management, Taxation, Accounting, economics or Administration, Finance or Public Policy
- Vast and extensive experience in Project Management, with involvement in a tax administration modernization Project.
- Three to five years’ professional experience in the use and/or training of Project Management Software
- Experience in gathering user functional requirements;
- Strong communication and writing skills
- Track-record as a team player
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July dated July 2016 and revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00.
