Assignment Title: Recruitment of a Consulting Firm to Conduct Core Government Functions Skills Gap Assessment

Background:

The Government of The Gambia, through the Ministry of Public Service with support from the World Bank, intends to embark on a Public Administration Modernization Project (PAMP), which aims to improve macro-fiscal and human resource management capacity for improved public service delivery. A key objective of this project is to provide support for improved human resource management policies, systems, practices, and capacities. The successful implementation of the project is expected to lead to efficient, automated HR processes, and comprehensive, reliable digital HR data through an integrated Human Resource Management Information System (HRMIS) . It is also envisaged that the project will help address some of the key capacity gaps in government.

Objectives

The objective is to identify institutional and individual skills gaps in core government functions hindering the effective and efficient execution of government operations in the context of the PAMP.

SCOPE AND TASKS TO BE UNDERTAKEN

This activity covers the Ministries of Public Service, Finance and Economic Affairs, Communications and Digital Economy, Information along with the Accountant General’s Department, the Directorate of Internal Audit, and National Audit Office These will include gaps in the areas of Human Resource Management, Financial Management/Accounting/Audit, Procurement, Environmental and Social Management, M&E, Information Technology and leadership. The exercise’s primary focus will be assessing capacity at institutional and individual levels. This assessment will determine the competencies of staff to fully deliver on their responsibilities in the context of the PAMP. Similarly, the quality and quantity of capacity gaps at the leadership, managerial, and technical levels will also be assessed.

CONTRACT DURATION

The consultancy will span three (3) months from the date of the contract award.

CONSULTING FIRM REQUIREMENTS

The firm shall have a proven track record and experience in the field of human resource management and organizational development.

Firm Qualifications-The firm should have the following minimum requirements:

  • At least ten (10) years of experience in both Human Resources Management and Organizational Development
  • Proof of at least three (3) similar successful projects conducted across various public sector institutions.
  • At least ten (10) years of experience in analyzing, developing Competency Based Schemes of Service or Job Evaluations
  • Proven understanding of public service operations in West African Anglophone countries Submission Requirements:

The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Fiscal Management Development Project, now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultant firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00 Monday to Thursday and 09:00 to 12h30 on Friday.
