The Government of The Gambia through the Ministry of Environment, Climate Change and Natural Resources (MECCNAR) has received financing from the World Bank toward the cost of the West Africa Coastal Areas Resilience Investment Project 2. and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Recruitment of an individual Consultant as Lead Coordinator for the preparation of The Gambia’s National Land Policy
The objective of this consultancy is to support the MLRG&RA to formulate an inclusive, gender-sensitive and climate change informed national land policy that will guide land tenure, land governance, land management and land administration reforms in the Gambia, using the roadmap for land policy formulation approved by government’s Technical Working Group on Land Administration. The National Land Policy (NLP) aims to establish an effective land tenure system that recognizes all legitimate land ownership forms and tenure rights, ensures tenure security and equitable access to land for all citizens, promote responsible, inclusive, and ecologically balanced use of land and land-based resources, that generates wealth, reduces poverty, an increase resilience.

The West Africa Coastal Areas Resilience Investment Project 2, Ministry of Environment, Climate Change and Natural Resources (MECCNAR) now invites eligible individual consultant to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Qualification and Experience of Consultant:
- Masters in development studies, geography, economics, urban planning, land administration, land tenure studies, or a related field (e.g., law, land use planning, social sciences, policy studies);
- At least five (5) years work experience in project management;
- Demonstrated experience in developing policies or broad stakeholder coordination mechanisms through participatory and socially-inclusive processes, including gender integration;
- Knowledge of land governance, land administration, land tenure, land use planning in The Gambia or related sectors is a strong added value;
- Excellent coordination skills in a multi-stakeholder context;
- Proficient English and excellent technical writing skills;
- Proficient communication skills in at least one local language from The Gambia (Wolof);
- Ability to write clear, correct, and technical English. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant (IC) Selection method set out in the Procurement Regulations.
