Assignment Title: Recruitment of a Procurement Officer for ACE Impact project

The Ministry of Higher Education, Research, Science and Technology has received financing from the World Bank in the amount of USD 12 million toward the cost of Second Africa Higher Education Centre of Excellence Development Impact, and intends to apply part of the proceeds for consulting services. The project was declared effective on the 05th May, 2020 and expected to close on the 30th June, 2024.
The consulting services (“the Services”) includes:
- Under the direct supervision of the Project Manager, the Procurement officer is responsible for all project-related procurement activities, and will participate fully in the preparation and review of EOIs, RFPs, and bidding documents to ensure compliance with IDA procurement guidelines coming into force from time to time, and in addition, provide relevant expertise during the evaluation of proposals and bids submitted for project implementation.
- Preparing Annual Procurement Plan for the Centre;
- Maintaining sufficient and up to date database (for both local and international sources) on materials and equipment required in the education sector generally and the project in particular;
- Maintaining standards of performance and approved procedures for the effective and efficient procurement activities, and ensuring that the IDA procurement guidelines are adhered to;
- A requirement of knowledge on GPPA Rules and Regulations;
- Establishing criteria for the evaluation of bids in consultation with the Project Manager and the Contracts committee;
- Ensure that all bidding documents respect the guidelines and the provisions of the implementation manual;
- Publish all procurement notices for the selection processes: consultants, contractors and other service providers (both locally and internationally as the case may be);
- Constantly follow the progress of procurement activities;
- Inspecting and receiving goods to ensure that correct quantities and specifications are respected;

The PROJECTS COORDINATION UNIT situated at the Ministry of Basic and Secondary Education now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(i) General Qualifications 40 %
(ii) Experience and Adequacy for project 35 %
(iii) Technical and Managerial capability of the consultant 25%
Total Points 100%
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
The successful candidate is expected to be based in The Gambia for an initial period of at least one year (negotiable) and to provide further support to the CoEngg for at least one additional year (with the possibility of renewal through the five-year period of the ACE Impact Project, based on performance). While GTTI has some existing academic and administrative capacity, the successful candidate will become a core member of the College leadership team, provide extensive support as it expands its mission and scope, and will serve as an Advisor and Mentor to the institution and its existing leadership.
A Consultant will be selected in accordance with the Individual Consultancy Selection (IC) method set out in the Procurement Regulations.
