- BACKGROUND The Government of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and intends to apply part of the proceeds towards recruitment of Environmental Specialist.
2.0 OBJECTIVE OF THE ASSIGNMENT
To coordinate and provide technical supervision, monitor and report on Environment safeguards in line with the national laws and in conformity with the Environment Safeguard guidelines of the World Bank and international best practices under the project.
3.0 BRIEF SCOPE OF THE ASSIGNMENT
- Monitor the implementation of the ESMF, LMP and ESCP which were prepared for ASSIST
- Prepare site specific E&S instruments such as ESMPs based on the procedure that has been specified in the ESMF.
- Prepare a quarterly report on the implementation of E&S management tools
- Supervise and monitor the development of the Terms of Reference (TORs) for Environmental Assessments, including but not limited to Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs), Environmental Audits for EASP.
- Supervise and undertake technical review of Environmental and Social Impact Assessments (ESIAs), Environmental Audits and development of Environmental and Social Management Plans (ESMPs) by Consultants, and Contractors, and follow-up on timely acquisition of any relevant Statutory Approvals.
- Provide guidance on; a) implementation of project mitigation measures, b) environmental monitoring and supervision of project works, c) development of Environment, Health and Safety (EHS) monitoring checklists and monitoring indicators, d) compilation of periodic (weekly, monthly, quarterly, annual) progress reports, to ensure compliance with relevant environmental requirements and ensure their appropriate implementation in refugee settlements in liaison with refugee stakeholders (UNCHR, INGOs, etc.).

The Government of the South Sudan now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
4.0 QUALIFICATIONS AND EXPERIENCE
The consultant should have the following minimum qualifications:
Qualifications
- Bachelor’s Degree in Environmental (Engineering/Management/Sciences)/ Natural Resources Management/ Conservation Biology from a recognized University/Institution.
- Master’s Degree in Environmental (Engineering/Management/Sciences)/ Natural Resources Management from a recognized University/Institution.
Experience
- • • At least eight (8) years of relevant professional experience in Environment Management, four (4) of which must have been at a senior level in government or a reputable organization.
- Relevant experience in the implementation of large-scale projects in regard to Environment related work financed by Multilateral/Development Financial Institutions such as the World Bank, ADB, AFD, KfW, or equivalent will be desirable but not a must.
- Demonstrated knowledge with the institutional and legislative framework for Environmental Management in South Sudan, including policies, laws, regulations, and guidelines.
- Demonstrated experience and skills in undertaking environmental and social assessments, including screening, scoping, risk assessment, developing plans and supporting action plan implementation, monitoring and reporting.
The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018 and November, 2020, setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:
The assignment shall be for a period of initial two (2) Years and renewable subject to availability of funds and satisfactory performance
