- At least 6 years’ experience working in an infrastructure economist role in fragile or conflict affected development contexts[1]. • Experience in low-income or lower-middle income countries[2] on at least two infrastructure transport or trade facilitation projects with a combined duration of at least 3 years’
- At least 3 years of combined experience of work with Development Partners as staff or on a project basis (such as the World Bank, African Development Bank, European Union, United Nations, etc.)
- Oral and written fluency in English. 3., REPORTING The Economy infrastructure specialist will report to the Project coordinator. In addition, he/she will perform under the overall guidance of the World Bank Task Team Leader(s) for the SHIIP PROJECT. 4. INDICATIVE ASSIGNMENT TIMEFRAME The work assignment, under this term of reference, involve full-time consultancy services for a period of three (3) years. An initial Contract will be issued for a period of one (1) year, with a probation period of six (6) months and may be extended for a period of one (1) year and renewable annually subject to satisfactory performance of the retained Economy Infrastructure Specialist, budget availability and operational needs, as determined by the Bank. 5. SUBMISSION REQUIREMENTS The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations. Interested applicants may obtain further information including a detailed Terms of Reference from the Ministry/PCU-SHIIP project in person or by e-mail to the address given below during office hours from 9.00 a.m.– 4.00 p.m. Saturday to Thursday.
