  • Project Description Somalia - Horn of Africa Infrastructure Integration Project” (SHIIP) funded by the World Bank, is part of a larger program aimed at enhancing connectivity among the countries in Horn of Africa and access to seaports; facilitation of domestic and regional trade and economic integration, and road safety. For this project, the Federal Government of Somalia Ministry of Public Works, Reconstruction and Housing (MoPWR&H) will prepare a spatially coordinated investment pipeline of economic corridor projects to strengthen the National Government’s management of the transport and trade sectors.

The MoPWR&H/SHIIP PROJECT is therefore looking for a dynamic, motivated, creative and an open-minded individual for the post of Economy infrastructure specialist. Owing to this, The Ministry of Public Works, Reconstruction and Housing/SHIIP project now invites eligible individual consultants to indicate their interest in providing the services.

2.RESPONSIBILITIES: The Economy infrastructure specialist is responsible for implementing and managing following activities:

The Economy infrastructure specialist is responsible for Analyzing of institutional and legal, regulatory and policy framework related to infrastructure planning and spatial development. He/She will Review and evaluate relevant existing spatial and sectoral development. Analysis of demand and opportunities for Infrastructure development.

He/She will Analyze local economic conditions and development trends to obtain a detailed understanding of the current situation and development potential of infrastructure in terms of population, employment, and regional economy. Conducting Monitoring and coordination of infrastructure activities. He/She will analyze of baseline conditions (Spatial planning baseline data analysis and Infrastructure and service provision baseline data analysis). Preparation of growth projections and development scenarios. He/She will Analyze all aspects of relevance for infrastructure development, including spatial development trends and patterns, infrastructure and service provision, by reviewing existing studies. Collect assemble and analyses relevant information on spatial conditions, environment and culture, including but not limited to: i) Preparing detailed development plans for priority key infrastructure. He/she will be responsible for formulation of an investment and financing plan for infrastructure and services and prepare a phased integrated infrastructure and services development plan. Prepare a program of urgent infrastructure and services investments. He/she will Liaise with the World Bank in setting quality and assurances measures. Inform the World Bank and the Government of any event likely to affect or delay the progress of the project. The Economist infrastructure specialist will report to the SHIIP Project Coordinator

3.SELECTION CRITERIA

  • A University Bachelor’s Degree in Engineering, Economics, or a related qualitative discipline from a recognized university and at least 10 years work experience or Masters’ degree in Engineering, Economics, or a related qualitative discipline, from a recognized university and at least 8 years’ work experience
  • At least 6 years’ experience working in an infrastructure economist role in fragile or conflict affected development contexts[1].
  • Experience in low-income or lower-middle income countries[2] on at least two infrastructure transport or trade facilitation projects with a combined duration of at least 3 years’
  • At least 3 years of combined experience of work with Development Partners as staff or on a project basis (such as the World Bank, African Development Bank, European Union, United Nations, etc.)
  • Oral and written fluency in English. 3., REPORTING

The Economy infrastructure specialist will report to the Project coordinator. In addition, he/she will perform under the overall guidance of the World Bank Task Team Leader(s) for the SHIIP PROJECT.

  • INDICATIVE ASSIGNMENT TIMEFRAME

The work assignment, under this term of reference, involve full-time consultancy services for a period of three (3) years. An initial Contract will be issued for a period of one (1) year, with a probation period of six (6) months and may be extended for a period of one (1) year and renewable annually subject to satisfactory performance of the retained Economy Infrastructure Specialist, budget availability and operational needs, as determined by the Bank.

  • SUBMISSION REQUIREMENTS

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
