- Project Background 1.1 Project Description
Somalia - Horn of Africa Infrastructure Integration Project” (SHIIP) funded by the World Bank, is part of a larger program aimed at enhancing connectivity among the countries in Horn of Africa and access to seaports; facilitation of domestic and regional trade and economic integration, and road safety. For this project, the Federal Government of Somalia Ministry of Public Works, Reconstruction and Housing (MoPWR&H) will prepare a spatially coordinated investment pipeline of economic corridor projects to strengthen the National Government’s management of the transport and trade sectors.
The MoPWR&H/SHIIP PROJECT is therefore looking for a dynamic, motivated, creative and an open-minded individual for the post of Communication specialist. Owing to this, The Ministry of Public Works, Reconstruction and Housing/SHIIP project now invites eligible individual consultants to indicate their interest in providing the services.
2.RESPONSIBILITIES:
The communication specialist will be responsible for developing communications and information strategy. Play a leadership and advisory role to the PCU team, MPWR&H, beneficiary Ministries, FMS in communications activities and issues. He /she will develop a work plan for the assignment and have it submitted to the Project Coordinator for review. Revise the work plan in collaboration with the Project Coordinator, as needed. Support Project management activities (missions, launches, etc.) compilation of narratives for development outcome communications. Monitor local media for coverage of PCU operations activities and transmit to PCU team, MPWR&H, beneficiary Ministries, FMS. He/she will design, manage, and roll out thematic events such as seminars, roundtables, and participate in conferences and Steering Committee meetings including branding these events and communicating their outcomes. Manage Public Relations activities. He/She will manage Publications and branding related tasks. Be responsible for day-to-day running of PCU’s social media platforms such as Twitter, Facebook, YouTube, Blog, and LinkedIn. Report on development impact of projects through multimedia including print, video, and social media. The communication specialist will report to the SHIIP project coordinator.
3.SELECTION CRITERIA
- A University Bachelor’s degree in Mass Communication, Journalism, English, International Relations, Humanities, Marketing, Media Communication, Computer Science, or Information Technology from a recognized university and at least 8 years work experience. OR, Master’s degree in Mass Communication, Journalism, English, International Relations, Humanities, Marketing, Media Communication, Computer Science, Information Technology from a recognized university and at least 6 years’ work experience.
- At least 3 years of experience in public relations, social media management, web multimedia content management, or public communications in low-income or lower-middle income countries[1].
- At least 3 years of combined experience of work with Development Partners as staff or on a project basis (such as the World Bank, African Development Bank, European Union, United Nations, etc.).
- Oral and written fluency in English and Somali. 3., REPORTING
The Communication specialist will report to the Project coordinator. In addition, he/she will perform under the overall guidance of the World Bank Task Team Leader(s) for the HIIP PROJECT.
- INDICATIVE ASSIGNMENT TIMEFRAME
The work assignment, under this term of reference, involve full-time consultancy services for a period of three (3) years. An initial Contract will be issued for a period of one (1) year, with a probation period of six (6) months and may be extended for a period of one (1) year and renewable annually subject to satisfactory performance of the retained Communications Specialist, budget availability and operational needs, as determined by the Bank.
- SUBMISSION REQUIREMENTS
The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
