REQUEST FOR CURRICULUM VITAE FOR A CONSULTANT TO DEVELOP A POLICYNOTE ON HEALTH CARE WASTE MANAGEMENT FOR THE GOVERNMENT OF THE KINGDOM OF SWAZILAND

BACKGROUND INFORMATION

The Government of Swaziland (GOS) has received a loan from the WorldBank and a grant from the European Union to fund implementation of the Health, HIV/AIDS and TB Project. The Project will support Swaziland's efforts to address the country's health sector challenges, as outlined by the National HealthSector Strategic Plan (NHSSP) 2008-2013.

The objectives of the Health, HIV/AIDS and TB project are to (i) Strengthen the capacity of the Health Sector, (ii) improve access to and quality of health services in Swaziland with a particular focus on primary health care, maternal health and TB, and (iii) increase social safety net access for orphans and vulnerable children (OVC) through a cash transfer pilot.

The Ministry of Health (MOH) has determined the need of an expert consultant to develop a Policy Note on Health CareWaste Management (HCWM) for the Government of the Kingdom of Swaziland

The MOH now invites interested, qualified candidates to indicate their interest in providing technical support and services under this consultancy. The duration of this Consultancy is twenty five (25) days. Selection shall be on the basis of examination and comparison of the qualifications of theindividual candidates as evidenced by their CVs. The selected individual shall be requested to submit a costed offer to undertake the work

OBJECTIVES

The main objective of the consultancy is to analyze the existing national regulatory framework on Health Care Waste Management, and other related state documents and thereafter formulate National Health Care Waste Management Policy Note ready for the approval by Cabinet.

The principles of International Agreements and treaties should be taken into consideration in the development of the health care waste management Policy Note..

To ensure ownership and quality of the deliverable, the consultant will work closely with the GOS relevant agencies (Environmental Health Department and Swaziland Environmental Authority), and key stakeholders, and as well as the Project Implementation Team and World Bank Experts on the subject throughout the consultancy.

DESCRIPTION OF SERVICES

  • Identify, review, analyse and prepare a report on all the existing information available on the health care waste management, including relevant laws, bylaws, norms and regulations as well as previous reports related to this task, and other documents.
  • Identify and consult all government department agencies at all levels and other relevant stakeholders that are concerned with the generation and management of health care waste. Stakeholders may include financiers, health practitioners/facilities, patients, community health workers and the general public.
  • Identify required resources, including funding mechanism for the implementation, management and control of the Policy.
  • Develop Draft National Health Care Waste Management Policy Note, among other issues should specify/contain:

a. Descriptions of the health and safety risks resulting from mismanagement of health-care waste;

b. Reasons for sound and safe health-care waste management practices in health-care establishments;

c. Listing of approved methods of treatment and disposal for each waste category;

d. Management responsibilities within and outside health-care establishments;

e. Policy aspirations against unsafe practices, such as disposing of hazardous health-care waste in the environment;

f. Key steps of health-carewaste management: minimization, segregation, identification, handling, treatment, and final disposal of waste.

g. Identify rules and regulationsgoverning the protection and training requirements of Health Workers'health and safe.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • The consultant is expected to have an advanced academic degree in the relevant area of expertise. The candidate must have the appropriate profile which include one or two areas of expertise:

a. Advanced expertise in Public Health and with demonstrated prior experience in development of Health Care Waste Management technical Policy.

b. Law, and Legal drafting experience

c. Public Health laws and, specifically in Environmental management with strength in Health Care Waste Management policy and regulations formulation.

  • The consultant is expected to be an Individual Expert with regional and international expertise in the development of policy and regulatory framework (not less than 5 years) with substantial prior experience in the development of health care waste management regulatory documents
  • Relevant experience in environmental management policy development and demonstration of expertise in Health care waste management policy drafting in Sub-Saharan Africa or other developing countries shall be an added advantage.
  • Proven record of at least five years experience in the relevant health-care projects, preferably in developing countries.
  • The Consultant is expected to provide concise and well written reports in English and show ability to work under pressure and meet strict deadlines.
  • The consultant should have good understanding of regional and international environmental and health & safety related legislations and the World Health Organisation principles/guidelines on health care waste management as an added advantage.
  • The consultant will demonstrate that he/she possess the required skills for undertaking the proposed task by providing a CV and accompanying proof ofinformation provided therein.
