Background: The Government of South Sudan has received financing from The World Bank through the Ministry of Finance & Planning (MoFP) toward the cost of Enhancing Community Resilience and Local Governance Project (ECRP) II and Public Financial Management & Institutional Strengthening Project (PFMIS).The Project Development Objective (PDO) of the ECRP is to improve access to services, strengthen flood resilience, and enhance institutional capacity for local service delivery and integrated disaster risk management at national and sub-national levels. ECRP II has four (4) components namely: (i) Infrastructure and Services for Community Resilience (ii) Institutional Strengthening (iii) Project Management and Learning; and (iv) Contingent Emergency Response.The PDO for PFMIS project is to improve and build capacity for budget preparation and implementation. The following are the components of PFMIS: (i) Strengthening Budget Preparation Processes; (ii) Strengthening Transparency and Predictability of Budget Implementation and Procurement for Priority Spending Areas; (iii) Supporting Institutions, Capacity Development and Facilitating Change for PFM Reform; and (iv) Project Management and Learning.The Ministry of Finance and Planning in partnership with Local Government Board (LGB) and the World Bank have agreed to contract International Organization for Migration (IOM) to lead the implementation of components 1 and 2 of ECRP II. The PFMIS will be implemented directly by MoFP.A Project Management Unit (PMU) has been established within the MoFP for the two projects; and has the primary task of project management, overseeing performance of IOM and other service providers, stakeholder outreach, communications, fiduciary and procurement management, Monitoring and Evaluation (M&E), community engagement, and risk management related to social and environmental safeguards, fiduciary oversight as well as maintaining infrastructure quality and standards. The ECRP-II PMU will also coordinate communications and contacts between the LGB and County Coordination Teams (CCTs) established under ECRP to regularize support for constructive county engagement in local resource management, service delivery improvements, and maintenance activity.The Ministry of Finance & Planning intends to apply part of the proceeds of the grant to fund the position of an Environmental Specialist to provide Environment leadership and oversight for the two projects at the PMU level and will be required to perform specific tasks on environmental safeguard.2. Scope of Services and Responsibilities: The scope of services for the position include but not limited to the following tasks:Ensure that environmental risks and impacts associated with implementation of subprojects/project activities are addressed; Ensure and provide support for appropriate site-specific environmental risk management instruments listed in the TOR for subprojects/project activities are prepared; Undertake quality assurance in environmental monitoring and supervision of project activities, works, including development of monitoring checklists and compilation of periodic progress reports ensure compliance; Review and/or prepare necessary documents, such as environmental guidelines, operational manuals and relevant environmental tools as detailed in the TOR, where necessary; Work closely with the Environment staff of the Implementing Partner on deliverables related to environmental risk management; Undertake site visits, participate in supervision mission discussions, undertake consultations and provide expert advice to the PMU Managers as necessary; Undertake capacity development of consultants, and contractors during project implementation with respect to planning and implementation of environmental safeguards; and Perform any other relevant duties as may be assigned by the Project Managers.The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request by the applicant and be submitted with the application.3. Selection Criteria: Selection shall be based on qualification and experience of the candidate. The qualification and experience required for shortlisting include:(i) Master Degree in Environmental Management, Biological Sciences including Forestry, Agriculture, Botany, Zoology, Natural Resource Management or any other related field; (ii) a minimum of 10 years working experience is required; (iii) a minimum of 5 years practical and relevant experience working with donors funded projects with practical experience in the environmental sector preferably in environmental management; (iv) Work experience in South Sudan context is essential (v) Fluency in written and spoken English is required.The shortlisted candidates will be invited for oral interview. Consultant will be required to possess the skills and competences listed in the TOR.Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.4. Duration:Duration of the assignment is 12 months, renewable based on satisfactory performance and availability of funds.5. The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest6. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.7. The MoF&P now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon request through the e-mail address given below.8.
