1- The Ministry of General Education and Instruction (MOGEI) of the Government of South Sudan (GOSS) has received Grant from the World Bank towards the cost of the implementation project title: Building Skills for Human Capaicity Development in South Sudan (BSHCDSS). Based on aforementioned, the MOGEI intends to uses portion of the proceed of the grant to finance the position of Environmental Specialist on a contract basis.

2- The overall ofbjective of the assignment will be responsible for the implementation of sub-activities are undertaken in full compliance of the projects' Environmental and Social Management Framework (ESMF) and also in confirmity with South Sudan environmental policies and laws and the World Bank environmental safeguard policies. Emphasis will be placed of risk during the implementation program activities and mitigation measures must be identifed and managed accordingly.

3- Responsibilities: The Environmental Specialist will be responsible for the provission of technical assistance to the program in general and advices to the Implementing Partners (IP), technical guidances to ensure compliance of the Environmental Policy and adhereing to general procedures and guidelines on the World Bank (WB) in order to ensure quality output of program interventions and all other tasks detailed in the term of reference (TOR) that will be provided upon submission of application (in person or by email).

Government officials or civil servants will not be consider unless, (i) they are on leave of absence without pay or have reigned or retired six (6) months prior to the date of the advert, (ii) their employement will not create conflict of interest.

4- Duration: The assignement shall be for a period of twenty four (24) months with a possibility of renewal subject to availability of funds and satisfactory performance.

5 Selection Criteria: The sellection shall be based on qualifications, experiences and skills of the candidate and followed by interview. The qualification, experience and skills should include:

Master degree in Environmental Management, Education Management, Develoment Studies, Natural Resources Management, or any other related field from a recognized University; A minimium of seven (7) years general experience in environmental management of Education, Housing Infrastructure related project of which five (5) years practical working experience in training of contractors, monitoring and supervising project implementation and compliance of environmental and social assessment s and management plans, environmental risk assessments, E&S monitoring and reporting skills, sound knowledge and application of the World Bank or International Organization Environmental and Social Standards; guidelines and procedures; skill in stakeholders engagement and consultation; and community participation is deserable; 'proven get-it-done' attitude, ability to slove problem independently, and work with limited supervision. Self-driven and proactive, focus on rapidly achieving results in advancing project implementation; Fluency in English and knowledge of Arabic and other south sudan dilects will be an added advantage; Knowledge in standard MS office applications (Words, Excell and Powerpoint); Demonstrated interperonal and negotiation skills including diplomacy and tacts. He/She must have significant pratical experience with the World Bank Safeguard Policies and/or IFC performance standards evidenced from similar work carried out in the past work.

Individual consultants must provide information indicating that they are qualified to perform the services and furnish their Curriculum Vitae (CV) in the precribed form that will be provided with the term of reference TOR upon submission of application (in person or by e-mail) at the address given below.
  • The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank's 'Procurement Regulations for IPF Borrowerss' July 2016 revised November 2017, August 2018 and November 2020 [Procurement in Investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the world Bank's policy on conflict of interest.
  • A consultant will be selected in accordance with the procedures set out in the World Bank's Procurement Regulations for IPF Borrowers' July 2026 revised Novembefr 2017, August 2018 and November 2020 for selection of individual consultants.
