Assignment Title: Financial Management Officer for the Project Management Unit

Reference No. GM-PPPPE- 114260-CS-INDV

The World Bank (WB) - International Development Association and The Republic of The Gambia has agreed on the preparation of The Gambia State-Owned Restructuring Project. The Directorate of Public Private Partnerships (DPPP) anchored within the Ministry of Finance and Economic Affairs (MoFEA) is the lead implementing agency of the project.

The Project Development Objective is to strengthen government oversight and fiscal risk management of selected SOEs.

The proposed project design combines three key critical and interrelated elements: (a) EEPs against which grant proceeds can be disbursed; (b) a set of disbursement conditions that provide a performance framework to advance the reform agenda and contribute to the development objectives supported by the operation; and (c) a technical assistance component to support the achievement of the agreed results.

To manage implementation of the above Project, DPPP has set up a Project Management unit (PMU) with staff fully dedicated to the day to day management of the project. One of the main project implementation activities of the PMU is supporting the execution of activities. It is planned that PMU will have a fiduciary staff including a financial management specialist r and a procurement specialist.

Under the direct supervision of the PM the FMO assumes full responsibility for the overall financial management of the Project. As a key member of the PM, s/he acts as the internal financial management expert and all professional opinions expressed in this respect, must be adhered to within the principles of good corporate governance.

The assignment duration is envisaged to be two (2) years starting from the contract agreement. Subject to satisfactory performance the contract duration may be extended.

Ministry of Finance and Economic Affairs (MoFEA) now invites eligible individual consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultant’s Letter of Expression of Interest and CV shall be submitted to the address below.

Required qualifications:

Ø A Master’s Degree in accounting, financial management or finance

Ø Valid Certified Public accountant or chartered accountant status

Ø Have a minimum of 5 years of experience in financial and accounting management position or in handling finance and accounting responsibilities

Ø Familiarity with World Bank financial management procedures and the Government of the Gambia financial management system will be an added advantage

Ø Possess good computer skills; experience in using a financial and accounting management software program,

Ø Good interpersonal relationship skills.

Ø Ability to work in a team

Ø High levels of persuasive, articulation and communication skills;

Ø Ability to facilitate communication between various levels of management and different stakeholders

Ø Ability to work independently and in a challenging environment to meet deadlines and

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [or insert date of applicable Procurement Regulations edition as per the legal agreement] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations.
