- BACKGROUND The Government of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and intends to apply part of the proceeds towards recruitment of Financial Management Specialist.
2.0 OBJECTIVE OF THE ASSIGNMENT
To support the ministry and SSEC build sound financial management systems and structures. The Consultant is expected to consider all the elements of the PFM cycle such as budget preparation, budget execution, budget monitoring, accounting and treasury management, internal control including internal audit, financial reporting and external audits. As part of strengthening the accounts and finance function, the Consultant is expected to be a central resource in supporting the ministry and SSEC by establishing an effective and efficient financial management system to be used by the ministry and projects implemented by the ministry.
3.0 BRIEF SCOPE OF THE ASSIGNMENT
- The Financial Management Specialist will be responsible for all the financial management matters for the ASSIST Project.
- Ensure timely preparation of project annual work plans and budgets, and cash forecasts.
- Review the implementation of the project budget on a monthly basis and advise the management team on the level of budget absorption.
- Ensure that disbursements are made in accordance with financing agreements, approved implementation budgets and work plans together with the Project Operations Manual(s).
- Ensure all payments are supported by proper documentation in accordance with the World Bank financial regulations and procedures supporting the ministry.
- Effect payment to consultants and suppliers as specified in the Project Implementation Manuals upon authorization and verification of the Project Manage and Project Coordinator.

The Government of the South Sudan now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
4.0 QUALIFICATIONS AND EXPERIENCE
The consultant should have the following minimum qualifications:
Qualifications
- • • Bachelor’s degree in accounting, finance, business administration or related field.
- Advanced degree in accounting, finance, business administration or any related fields from a recognized university.
- Relevant professional qualification such as ACCA, CPA, CIPFA, or equivalent, and
- Membership of a recognized professional accountancy body in good standing.
Experience
- • At least Seven years of post-qualification experience handling financial management responsibilities in the public sector and/or projects financed by development partners.
- At least four of the minimum Seven years of experience should be related to financial management responsibilities in projects funded by the World Bank or similar international organizations.
- Good knowledge and application of relevant computerized accounting software such as IFMIS, QuickBooks, Navision or Pastel
- Experience in Project Financial Management in international NGOs or development institutions.
- Experience in FCV countries is an added advantage.
- Excellent computer skills, including database use is required.
The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018 and November, 2020, setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:
The assignment shall be for a period of initial one (1) Year and renewable subject to availability of funds and satisfactory performance
