1.0 BACKGROUND

The Republic of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and intends to apply part of the proceeds towards recruitment of Gender Specialist.

2.0 OBJECTIVE OF THE ASSIGNMENT

To provide technical support to the ministry of Energy and Dams (MoED) and South Sudan Electricity Corporation (SSEC) and other GBV officers attached to the project to address gender equality including sexual exploitation and abuse (SEA) arise out of the execution of the ASSIST project.

3.0 BRIEF SCOPE OF THE ASSIGNMENT

  • To review the five-year gender Work Plan (GWP) to understand the content well and support its implementation.
  • To lead, coordinate and provide technical support for the implementation of the five-Year GWP in MoED and SSEC offices.
  • In coordination with the gender focal persons lead the launching workshop of ASSIST five-year GWP, in the presence of all stakeholders including representatives from universities and ministries.
  • Coordinate and support establishment of gender technical working group involving the MoED, SSEC, Ministry of Gender, Child and Social Welfare (MoGCSW) and other relevant stakeholders who can provide support for the implementation of ASSISGT GWP.
  • Support the establishment of energy sector gender forum, composed of female and male employees in the energy sector, including women/men in management positions to promote gender equality and women empowerment in the energy sector The detailed Terms of Reference (TOR) for the assignment can be obtained from the Project Coordinator [email protected] and Senior Procurement Specialist [email protected]

The Republic of the South Sudan now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

4.0 QUALIFICATIONS AND EXPERIENCE

The consultant should have the following minimum qualifications:

Qualifications

  • Bachelor degree in Gender and Development, Social Development or Human Rights and Law and International relationship and other related social science disciple; Advance Degree is an advantage. Experience
  • • Minimum 5-7 years’ relevant experience in the public sector, NGOs or projects supported by development partners.
  • Experience in working with Government Projects
  • Experience in gender equality policy formulation, development of capacity development programs on gender sensitivity training, women’s employment and gender-based violence is desired.
  • Experience in budgeting preparation and systematic tracking of budget implementation is a key
  • Proven experience of developing gender indicators, monitoring and evaluation system for projects and programs is required;

The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018 and November, 2020, setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:

The assignment shall be for a period of initial two (2) Years and renewable subject to availability of funds and satisfactory performance
